NEW YORK (AFP) - Former New York mayor and 2008 presidential hopeful Rudolph Giuliani left detailed plans of his proposed bid for the White House in a hotel room, a tabloid reported.
The 140 pages of printed and handwritten text reveal how the Republican frontrunner intends to mount his campaign, complete with detailed plans to build a 100-million-dollar war chest this year, the New York Daily News reported.
"The loss of the battle plan is a remarkable breach in the high-stakes game of presidential politics and a potentially disastrous blunder for Giuliani in the early stages of his campaign," the paper said.
The Daily News said it was handed the dossier, complete with details of fund-raising, budgets and schedules, by a supporter of one of Giuliani's rivals. It said the file was left in a hotel room in an undisclosed location in the run-up to November's congressional elections.
One page in the battle plan reveals aides' concerns that "insurmountable" factors could scuttle Giuliani's run, notably issues surrounding his private business interests, disgraced former aides and one of his ex-wives.
Giuliani's spokeswoman was not immediately available for comment.
Polls give the former New York mayor a slight lead over his closest rival for the Republican Party nomination, Senator John McCain.
Intriguingly, the Rudy battle plan was leaked to the paper by a source on the campaign of a GOP rival.
As the News's Smith explains it: "The source said it was left behind in one of the cities Giuliani visited as he campaigned for dozens of Republican candidates in the weeks leading up to the November 2006 elections."

Yes, it sounded odd when the maid explained in halting English how she did not immediately identify the document as Rudy Giuliani's 140-page super-duper secret campaign plan because it was in a pile of books including the authentic diary of Howard Hughes, the genuine diary of Adolf Hitler, and the original Protocols of the Elders of Zion.

We'll see. I still think that this is pretty pointless. Maybe if it was closer to election day - commercial schedules, campaign schedules, and so forth would be helpful. But, if this campaign is managed like any major project that I've been on, the entire thing will get tossed and/or rewritten at least a hundred times in the next two years.

Im sure theres very little to no chance that he did this on purpose (especially considering the info about donors), but they always say you should get out in front of negatives and get them out there yourself so somebody else cant, and this, in a round about way, sort of does that. At least these issues are out there now and he can deal with them; he was going to have to anyhow.
I also thnk that whoever this is linked to, whoever gave the documents to the news media, may become damaged too. If this was a McCain operative, this will make McCain look bad.
The Giuliani campaign battle plan was never lost or left behind. Material such as this is like a pacemaker to one's heart. It was stolen. And one could suspect Saudi Arabian and or other Arab intel agents. Remember - Mayor Rudy refused a $10 million bribe for disaster relief from Saudi Prince Alwaleed bin Talal at Ground Zero. They do not want Rudy as President of the United States. What we should see in the days ahead is a joint NYPD / FBI investigation.
I have heard this characterized as a dirty political stunt. That may be true, but his presidential aspirations may be dashed for other reasons, such as the fact that he was a prominent member of the very FBI office that failed to connect the dots.

Henry Kravis, Lloyd Blankfein Top Giuliani Campaign Hit List
As a relatively unknown federal prosecutor, Rudy Giuliani made himself a public figure with the prosecutions of several Wall Street financiers in the eighties, including Marc Rich, Pincus Green, Ivan Boesky and Michael Milken. He pioneered the use of anti-organized crime statutes, such as RICO, to go after Wall Streeters. But that hasn’t stopped him from winning friends in the finance industry. Aides formulating his presidential campaign—as detailed in a batch of documents obtained by the Daily News—hope to raise millions from prominent names in the financial world, including KKR’s Henry Kravis and Goldman Sachs’ Lloyd Bankfein.
In a memo that appears in the dossier, Giuliani aides Dickerson and Roy Bailey urge him to court financier Henry Kravis particularly avidly.
"You need him to be a Wall Street industry leader," the memo says.
McCain announced Kravis' support last month.
The plan also anticipates his recruiting top GOP fund-raiser Cathy Blaney in New York on a retainer of $260,000 and her Florida counterpart, Ann Herberger, at $216,000. But between the plan's preparation in the fall and today, Blaney became the chief fund-raiser for the World Trade Center Memorial Foundation, while Herberger reportedly has signed on to the presidential campaign of Massachusetts Gov. Mitt Romney.
Other business leaders targeted by Giuliani remain publicly uncommitted: Paramount CEO Brad Grey, Giuliani's talent agent after 9/11, is envisioned as leading a "celebrities" fund-raising arm; former Vikings quarterback Fran Tarkenton would raise money from professional athletes. News Corp. CEO Rupert Murdoch, PepsiCo chief Dawn Hudson and Goldman Sachs president Lloyd Blankfein are also listed as "industry leaders."
The documents depict hedge fund tycoon Paul Singer, a close Giuliani ally, playing a central role in his fund-raising operation.
The dossier doesn't make clear whether the people named have committed privately to Giuliani or even been approached to support him.

The reason I said Clintonites as I was told by a reliable person that they followed Rudy around on the campaign trail for other candidates. That's why I would take it to the bank they were responsible in some way.
The Clintonites have been showing up at his functions much the way they did at George Allen's except Rudy handles them much better. Remember the amount of money that the Clinton's pay to PI's to get dirt on opponents?
I am sticking with it was a Clintonite. I don't think any of the GOP campaigns were turn this over to the media because if it came out, they would be toast and no reason for them to follow Rudy around. I am not convinced this document wasn't doctored.
Weaver Twists the Knife
John McCain's chief strategist says he can't get over the publication this morning of an incredible Giuliani campaign document that was apparently lost by one of Rudy's operatives and obtained, inconveniently enough for the former mayor, by Ben Smith of the Daily News.
"There is nothing in there that is particularly surprising to me other than the nature by which it became public," said John Weaver, a senior advisor to McCain.
Referring to Giuliani's private sector business, Weaver said, "I thought it was a security company."
About the major donors listed as targets in the document who have since signed on with McCain, he said, "Senator McCain is honored that so many key fund-raisers and activists are encouraging him to run, and they would be at the top of the list for anyone running for president, whether it be McCain, Giuliani, Romney, whoever. We feel both fortunate and honored that they have chosen us."
The primary lesson, according to Weaver: "Don't put pen to paper."
The detailed plan was, according to Ben's exclusive account in the Daily News, obtained from "a source sympathetic to one of Giuliani's rivals for the White House."

In 1944, Rudolph W. Giuliani was born to a working class family in Brooklyn, New York. As the grandson of Italian immigrants, Mayor Giuliani learned a strong work ethic and a deep respect for America's ideal of equal opportunity. He attended Bishop Loughlin Memorial High School (Class of '61) in Brooklyn, Manhattan College (Class of '65) in the Bronx and New York University Law School in Manhattan, graduating magna cum laude in 1968.
Upon graduation, Rudy Giuliani clerked for Judge Lloyd MacMahon, United States District Judge for the Southern District of New York. In 1970, Giuliani joined the office of the U.S. Attorney. In 1997 he was re-elected by a wide margin, carrying four out of New York City's five boroughs.
That will teach me to not consider McCain's people like I do the Clintonites. That must mean the McCain folks were also following Rudy around during the election cycle. I have a call in now to someone I trust to verify that. When I made my first call I never thought to include McCain. But then I am not sure that McCain's people and the Clintonites don't cross paths from time to time.

Ms. Mindel, the Giuliani spokeswoman, issued a statement this afternoon that sought to explain how the document was leaked. During one trip by Mr. Giuliani and aides on a private plane this fall, she said, all luggage was removed from the plane and later returned, but one bag was not. After a few days, the bag was returned with the document inside.
“Because our staffer had custody of this document at all times except for this one occasion, it is clear that the document was removed from the luggage and photocopied,” Ms. Mindel said in the statement.
“Voters are sick and tired of dirty tricks,” she added. “They are interested in substantive issues and want leaders like Rudy who are as well.”
According to Giuliani advisers, the document was essentially a notebook compiled and belonging to a single staff member; they disputed that it was an official dossier that all Giuliani political aides shared.
