Ignore those county sums. As one of the above posters said, the 12th is generally composed of the more heavily Democratic parts of those counties.

Specter 46%
Cambria: Bush 29732-28322 (51%) Specter 55%
Fayette: Bush 18047-23365 (44%) Specter 45%
Greene: Bush 7786-7674 (50.3%) Specter 53%
Indiana: Bush 4330-4068 (52%) Specter 58%
Somerset: Bush 8899-6135 (59%) Specter 60%
Washington: Bush 18681-25594 (42%) Specter 47%
Westmoreland: Bush 34355-36192 (49%) Specter 49.9%
I have missing data for Armstrong US Pres 2004, but
Specter carried the 12th district portion of Armstrong
9176-5876 (61%).
I've modeled the Bush-Kerry vote to be about 9390-7655 (55%)....
I don't sense much interest in voting for Murtha, so I take this astounding prediction as a plus for Irey.
Any thoughts on that, given that "off-year" elections don't historically approach the turnout numbers of Presidential Elections?

Hmmm...CNN has the 2002 vote total at 168333...they claim it's 100% of returns.

But back to your question....would heavy turnout favor Irey or Murtha? If these data are genuine, I would have to say Irey....Murtha's 2002 total is only slightly lower than Kerry's, while Choby's 2002 total is substantially below Bush's.
