Now there's a passage for the next edition of "Bartlett's Familiar Quotations." It the stunning, blatant confession made in the midst of a heated exchange on "FOX News Sunday" with Chris Wallace that as president, he sanctioned the assassination of Usama bin Laden.

— Executive Order 11905, signed Feb. 18, 1976, by President Gerald Ford in response to the Church Committee. Section 5(g) of that order states "no employee of the United States Government shall engage in, or conspire to engage in, political assassination."

— Section 2-305 of Executive Order 12036, signed by President Jimmy Carter on Jan. 24, 1978, broadens the prohibition from "political assassination" to "assassination" generally.

— Executive Order 12333, signed by President Ronald Reagan on Dec. 4, 1981, specifies that assassination is against the law and contrary to U.S. policy. Section 2.11 of the order, which is labeled "Prohibition on Assassination," says "no person employed by or acting on behalf of the United States Government shall engage in, or conspire to engage in, assassination." The next section (Section 2.12) states "no agency of the Intelligence Community shall participate in or request any person to undertake activities forbidden by this Order."

I'm not getting this. One president's executive orders are not binding on a following president. It doesn't matter how may past presidents have allowed it to stand.

So I'm not seeing any violation of law here.

And as a matter of policy, is North is arguing for an outcome where we are not actively trying to kill bin Laden?

Technically Clinton is confessing to a felony. As far as I know he never had a presidential finding to allow for the assassination of Bin Laden. All Clinton did was indict the guy. An indictment causes a warrant to be issued, which we all know is not an authorization to kill someone.

I have to say I am torn here myslef. At first I thought this would be a great piece to shove down the liberals thraots but the more I look at I have to wonder.

Is there a difference between bombing in Tora Bora and what BJ Clinton did?

This is a serious questionas I do not have a clue as to the answer.

IIRC, The assassination issue came up during this administration. I'm pretty sure that it is limited to Head of States and SADDAM was the issue.

If that is the case, he should have led with that. I think that is valid.

But North's accuation that Clinton "broke the law" is, in this rare case, unjustified. That North doesn't see that, and that he leads with that, renders his whole article sort of useless.

IMHO.

During Clinton's admin, UBL knew he wasn't being hunted, not seriously in any event. His movements weren't hindered.

Since 9/11/01, he's either already dead in a hole or holed up somewhere.....in a hole. There is a difference?

Clinton has confessed to International high crimes and misdemeanors. Somebody call INTERPOL. Plush up the cells at the Hague, Bill ain't used to no ordinary accommodations.
