Threat Matrix: Daily Terror Threat - August 2006

Posted on 08/01/2006 9:51:52 PM PDT by nwctwx

:::FreeRepublic's Threat Matrix:::
Syria Tells Troops to Be Ready for Battle
(Full Story)

Syrian President Bashar al-Assad has placed his military on full alert, citing "regional challenges", and vowed to continue supporting the "Palestinian and Lebanese resistance more than ever".

In a speech to mark the Syrian Army national day, Mr Assad said the volatile situation across the Middle East required "vigilance, preparation and readiness" and ordered all units of the armed forces to be on alert.

The comments were interpreted by Israel as a morale booster to the Syrian armed forces and not a call to battle. Israeli intelligence chiefs have assessed that Syria is not in the mood for an open war and is instead content to resupply Hezbollah guerillas in Lebanon.

Kafir-phobia: Americans as Violent Anti-Muslim Bigots
August 31st, 2006

The story that developed in July was just too good to pass up: a Jordanian-born restaurant owner in Xenia, Ohio had been the apparent victim of repeated attempts to burn down his store. The day after the third attack, when a Molotov cocktail had been thrown through the front window of his business, yet another explosion rocked the store – the second attack in 24 hours – sending the owner and his son to the hospital with burns over 80-90 percent of their bodies. An employee in an adjoining store was also taken to the hospital for injuries.

Just hours before the blast, the store owner had been interviewed by a local TV station vowing that he would never give in to pressure to close the store (video of the interview can be seen here).

Into this situation jumped the Cincinnati-area chapter of the Council on American-Islamic Relations (CAIR) – the self-proclaimed Muslim “civil rights” organization suggesting that anti-Muslim hatred was at work. An item posted on July 14th on the national CAIR website screamed the headline, “Blast at Arab-American Restaurant ‘Suspicious’ .”

Karen Dabdoub, the local CAIR spokeswoman, was quoted in the local media saying,

“Anytime an attack like this happens, the perception in the Arab and Muslim community is that it is ethnically or religiously motivated. Especially in the absence of perpetrators being caught by law enforcement, that’s the fear. Until that (motivation) is discovered, people speculate, rightly or wrongly.”

The problem with CAIR’s narrative of anti-Muslim hatred in small-town America was that it wasn’t true. Arson investigators have determined that the final blast that severely injured the store owner, Musa Shteiwi, and his son, Essa, was set by the pair themselves.(snip)

"Philippines Soldiers Discover Mass Grave of 300 People Allegedly Killed by Communist Rebels"
By JIM GOMEZ

ARTICLE SNIPPET: "MANILA, Philippines Aug 31, 2006 (AP)— Soldiers found mass graves believed to hold the remains of up to 300 people allegedly killed by communist guerrillas in the 1980s during a purge of suspected spies in the Philippines' remote east, officials said Thursday.

Former New People's Army rebels and relatives are willing to testify against leaders of the Communist Party of the Philippines who allegedly ordered the purge, including one alleged former leader who is now a lawmaker, said regional army spokesman Maj. Felix Mangyao.

The New People's Army is the armed wing of the Communist Party of the Philippines.

Troops and relatives have dug up at least 67 bodies since the graves were recently discovered in an area called "Garden," a hilly jungle near the town of Inopacan in Southern Leyte province, about 385 miles southeast of Manila, said military spokesman Lt. Col. Bartolome Bacarro.

The shallow graves could contain the remains of as many as 300 people, based on information from former rebels and victims' relatives, Bacarro said"

ALGERIA

August 31, 2006

This Travel Warning is being updated to alert Americans to ongoing security concerns in Algeria. The security environment in rural and remote areas continues to pose a significant security risk. This supersedes the Travel Warning of February 15, 2006.
The Department of State urges U.S. citizens who travel to Algeria to evaluate carefully the risk posed to their personal safety while in-country. Although Algiers and most urban centers have not experienced terrorist activity in over a year, sustained small-scale attacks including bombings, false roadblocks, kidnappings, ambushes, and assassinations occur in rural and remote sections of the country. Overland travel between major cities should be avoided at night.

The Department of State cautions those U.S. citizens who travel to the mountainous northern regions as well as the southern regions near Tamanrasset despite this Travel Warning to use reputable local agents and tour guides who are able to make reliable security arrangements.

The Government of Algeria requires U.S. Embassy personnel traveling outside the Wilaya of Algiers to seek permission and to have a security escort. Travel to the military zone established around the Hassi Messaoud oil center requires Government of Algeria authorization. Within the city of Algiers, U.S. government personnel require coordination with the Embassy’s regional security office to visit the neighborhoods of Bab Ezzouar, Bab El Oued, Baraki, Belcourt, the Casbah, El Harrach, Les Eucalyptus, and Meftah. In the rest of the city, U.S. Embassy personnel are instructed to maintain a high level of security awareness, but freedom of movement is not restricted and is comparable to that in other large cities.

The Department of State cautions Americans who reside or travel in Algeria to take prudent security measures while in the country, including making provisions for reliable and experienced logistical support. This support should include being met upon arrival and accompanied for the duration of the visit. Visitors should ensure that tour operators and host organizations perform all notifications and coordination with Algerian police and security officials during their stay. Visitors to Algeria are advised to stay only in hotels where adequate security is provided. All visitors to Algeria should remain alert and adhere to prudent security practices.

American citizens in or traveling to Algeria also are urged to register and to obtain updated information on travel and security in Algeria at the Consular Section of the U.S. Embassy in Algiers or on our travel registration website at https://travelregistration.state.gov/ibrs/. The Embassy is located at 4 Chemin Cheikh Bachir El-Ibrahimi, B.P. 408 (Alger-Gare) 16000, in the capital city of Algiers. The Embassy can be reached at telephone [213] (21) 691-425; [213] (21) 691-255; [213] (21) 691-186; or fax [213] (21) 693-979.

SUDAN

August 31, 2006

This Travel Warning for Sudan reminds U.S. citizens of the continued threat of terrorism in Sudan and stresses the importance of obtaining proper travel documents before attempting entry into any part of the country. This supersedes the Travel Warning issued for Sudan on February 6, 2006.
The Department of State continues to warn U.S. citizens against all travel to Sudan, particularly in the Darfur area where there is a continuing buildup of Government and rebel military forces and where violence has increased significantly. The Department continues to remind travelers that the U.S. Government has received indications of terrorist threats aimed at American and Western interests in Sudan. Terrorist actions may include suicide operations, bombings, or kidnappings. U.S. citizens should be aware of the risk of indiscriminate attacks on civilian targets in public places, which include tourist sites and locations where westerners are known to congregate, and commercial operations associated with U.S. or Western interests. As physical security remains high at official facilities, terrorists may turn towards softer targets, such as residential compounds.

Sporadic fighting instigated by militias is often reported in the southern parts of the country. Travel outside of the capital city of Khartoum is potentially dangerous. Threats have been made against foreigners working in the oil industry in Upper Nile state.

As a result of violence and banditry, the United Nations has declared many parts of Darfur “No-Go” areas for UN personnel. Due to the potential for banditry and general lawlessness in rural areas, land travel at night should be avoided.

In August, five foreigners, including two Americans, were arrested and detained in Darfur after entering Sudan via the Chadian border town of Bahai without the appropriate documentation. Several of these individuals had solicited and obtained escorts in Chad who allegedly promised to facilitate entry into Sudan but who were ultimately unable to follow through with their commitments. Americans who travel to Sudan despite this travel warning must possess a valid passport with at least six months of validity and a Sudanese visa. Travelers must apply for a visa in their own country of residence. The Sudanese Government requires that anyone seeking to enter the Darfur area, or to take photographs or perform other journalistic functions anywhere in Sudan, must obtain a special permit. This includes journalists, photographers, and other press/media employees. Additional information about entry requirements for Sudan and other countries is located on the State Department’s Internet website under Foreign Entry Requirements.

Failure to possess the appropriate travel documents and permits can result in the traveler’s arrest and detention for multiple crimes, including illegal entry, publication of false information, and espionage. If convicted, sentences range from deportation to life in prison or the death penalty.

U.S. citizens who travel to Sudan despite this Travel Warning are strongly urged to register with the Embassy in Khartoum or through the State Department’s Travel Registration website, https://travelregistration.state.gov. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. The U.S. Embassy is located at Sharia Ali Abdul Latif, Khartoum; tel. (249-183) 774-701/2/3 (outside Sudan); tel. (0183) 774-701/2/3 inside Sudan. For after-hours emergencies, please call 249-183-774-705 and leave a message with Post One for the Consular Duty Officer.

U.S. citizens should also consult the Department of State’s most recent Consular Information Sheet for Sudan, located on the Department’s Internet website. Up-to-date information on safety and security is available toll free at 1-888-407-4747 or at regular toll rates at 1-202-501-4444 for callers outside the U.S. and Canada, from 8:00 a.m. to 8:00 p.m., Eastern Time, Monday through Friday (except U.S. federal holidays).

"China foils oilfield and power plant bombings"

ARTICLE SNIPPET: "BEIJING (Reuters) - Chinese police have seized explosives and foiled attempts by separatists to blow up oilfields, power plants and highways in the restive northwestern region of Xinjiang, a Beijing-funded Hong Kong newspaper said on Wednesday.

Uighur militants, whom Beijing calls terrorists, have been struggling for decades to make the predominantly Muslim region of Xinjiang an independent state called East Turkestan.

More than 41 tonnes of explosives had been seized since 1990 in the fight against the "three forces" of religious "extremism, separatism and terrorism", the Ta Kung Pao daily quoted Xinjiang's public security deputy chief Wang Lexiang as saying."

ARTICLE SNIPPET: "Turkic-speaking Uighurs account for about 8 million of the 19 million people in Xinjiang, which borders the former Soviet Central Asian republics, Pakistan and Afghanistan.

Beijing has waged a long campaign against Uighur separatists, whom it accuses of staging a series of bombings, riots and assassinations since the 1980s and training and fighting alongside the al Qaeda network of Osama bin Laden."

Canadian border guards will be armed

Snip: Canadian border guards will be armed starting in September 2007 but it will take 10 years to fully implement the plan, Prime Minister Stephen Harper said Thursday.

Harper announced at a border crossing south of Vancouver that the federal government will have at least 150 officers with sidearms deployed by the end of March 2008.

He also reiterated a $101 million promise from the federal budget to hire 400 additional officers. They will be used, among other things, to double up on Canada-U.S. border crossings that only have a single officer on duty.

Feds arrest 15 aliens at Roswell

Snip: appears that the black helicopter brigade were right all along about Area 51, since US Immigration and Customs Enforcement (ICE) operatives this week arrested 15 aliens at the facility who were, chillingly, in the process of painting military aircraft when the net closed.

That's according to an official ICE report under the splendid headline "ICE arrests 15 aliens in Roswell working for US military contractor".

The aliens in question were described as "determined to be illegally residing and working in the United States" and will be sent back to their place of origin.

As Sahab Announces New Upcoming Zawahiri Video: An Invitation to Islam

A banner was placed on multiple jihadi websites this evening advertising the release "soon" of a new video from Al Qaeda second in command Dr. Ayman al Zawahiri.

The banner and accompanying post indicate that the video will feature Zawahiri along with Azzam the American in an "Invitation to Islam".

The banner is of the style and format consistent with previous releases from As Sahab.

We will continue to monitor the websites and post the video as soon as it becomes available.

New Video Coming From Ayman al-Zawahiri and American Al Qaeda (updated)
By Andrew Cochran

Rita Katz's SITE Institute and Laura Mansfield, each of whom we rely upon for reliable information on upcoming Al Qaeda videos, have seen an announcement by Al Qaeda's As-Sahab media arm of a forthcoming new video. The video is titled, "“Invitation to Islam” and includes Al Qaeda #2 Ayman al-Zawahiri and a man who appears to be "Azzam the American," a.k.a. Adam Gadahn. The banner announcing the video is posted on Laura's site. Al-Zawahiri's last video was released in early August.
