Threat Matrix: Daily Terror Threat - August 2006

Posted on 08/01/2006 9:51:52 PM PDT by nwctwx

:::FreeRepublic's Threat Matrix:::
Syria Tells Troops to Be Ready for Battle
(Full Story)

Syrian President Bashar al-Assad has placed his military on full alert, citing "regional challenges", and vowed to continue supporting the "Palestinian and Lebanese resistance more than ever".

In a speech to mark the Syrian Army national day, Mr Assad said the volatile situation across the Middle East required "vigilance, preparation and readiness" and ordered all units of the armed forces to be on alert.

The comments were interpreted by Israel as a morale booster to the Syrian armed forces and not a call to battle. Israeli intelligence chiefs have assessed that Syria is not in the mood for an open war and is instead content to resupply Hezbollah guerillas in Lebanon.

"Banned group tried to rent hall near suspects' homes
Waltham Forest council says extremist organisation gave it false information"

Paul Lewis
Wednesday August 16, 2006
The Guardian

ARTICLE SNIPPET: "Waltham Forest council banned the extremist group al-Ghurabaa from holding clandestine meetings at premises within walking distance of the homes of several terror suspects arrested last week, the Guardian has learned.

Al-Ghurabaa booked the council-owned community hall in Walthamstow on two occasions, but gave false information about the purpose of the events. One of the planned meetings, in February at Waltham Forest Asian Centre, was to plan protests against the Danish cartoons bearing images of the prophet.

The group was also stopped from using the hall in November last year when it was booked under a pseudonym by an associate of Omar Bakri, the radical cleric who has been banned from visiting Britain.

It was claimed the hall would be used to celebrate the festival of Eid. The local authority cancelled the meeting on police advice when it was found the meeting was to discuss the creation of an Islamic state in Britain. Flyers publicising the meeting depicted a man standing next to 10 Downing Street holding a rocket-launcher.

Last month al-Ghurabaa became one of the first groups to be banned in Britain under new anti-terror legislation. The organisation is understood to be an offshoot of al-Muhajiroun, which was founded by Bakri but dissolved in 2004.

Intelligence sources in Pakistan have linked Rashid Rauf, 25, the Birmingham man being held in Pakistan and alleged to be at the centre of the plot, to members of al-Muhajiroun in the UK."

Travel Warning
United States Department of State
Bureau of Consular Affairs
Washington, DC 20520

This information is current as of today, Wed Aug 16 2006 23:47:17 GMT-0700.

SRI LANKA

August 15, 2006

This Travel Warning provides security information and alerts American citizens traveling to or living in the northern and eastern areas of Sri Lanka of the heightened potential for terrorist actions, including attacks against civilians. This situation is likely to continue for some time. Over the last several months, acts of terrorism including bombings and political assassinations have occurred in Sri Lanka. The Liberation Tigers of Tamil Elam (LTTE) and Sri Lankan military forces have clashed on several occasions, and this fighting has escalated in recent weeks. While most of the country remains largely unaffected, the Department warns Americans against traveling to areas in the North and East of the country given the dangers caused by the ongoing fighting between LTTE, other armed groups, and Sri Lankan military forces. This Travel Warning expires on November 15, 2006.

The Department of State alerts American citizens to the dangers posed by recent acts of terrorism throughout Sri Lanka, and warns against travel to the most seriously affected regions. Although there is no specific indication that American citizens or institutions are targets, there is a general risk of American citizens being victims of violence simply by being at the wrong place at the wrong time. Politically motivated assassinations have taken place throughout Sri Lanka, including several in the Colombo area. In many cases, these assassinations involve the use of fragmentation bombs. American citizens in Sri Lanka should be aware of their personal surroundings and follow good security practices. Americans should avoid large crowds or public gatherings and should particularly stay away from political rallies and military bases in Sri Lanka.

The areas in the North and East are of special concern. These areas are defined as the regions north of a line following the highway from Puttalam through Anuradhapura to Trincomalee, and east down to Batticaloa. The Department of State warns U.S. citizens that travel to these areas and into any LTTE-controlled territory may pose severe hazards. U.S. government personnel are generally prohibited from traveling in these areas, and American citizens residing in these areas should depart immediately as their safety cannot be effectively guaranteed. We have no indication at this time of a threat to tourist areas in the Cultural Triangle, including territory around Anaradhapura and Polonnoruwa.

In areas outside of the North and East, Sri Lankan nationals have been the targets of assassinations and bombings. Americans should comply with all instructions from security forces and police when traveling in Sri Lanka.

American citizens, including those of Sri Lankan origin, living in Sri Lanka or traveling there for even a few days are strongly urged to register with the Embassy. Registration will allow the embassy to provide direct information on the security situation as necessary. Registration is done on-line and can be done in advance of travel at https://travelregistration.state.gov/ibrs/. Information on registering can also be found at the Embassy website: http://srilanka.usembassy.gov or at the Department of State's Consular Affairs website:
http://travel.state.gov/travel/tips/registration/registration_1186.html.

As the Department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its consular information documents, available on the Internet at http://travel.state.gov. In addition to information on the Internet, travelers may obtain up-to-date information on security conditions by calling 1-888-407-4747 toll-free in the US or outside the U.S. and Canada on a regular toll line at 1-202-501-4444.

"Profiling plan angers UK Muslims?"
CNN ^ | Tuesday, August 15, 2006

Posted on 08/17/2006 12:20:19 AM PDT by MinorityRepublican

ARTICLE SNIPPET: "LONDON, England (CNN) -- The British government is considering a system of passenger profiling that includes checks on travelers' ethnic or religious background, according to media reports.

The planned system of tougher airport checks would create a new offense of "traveling whilst Asian," according to one of Britain's most senior Muslim police officers.

Metropolitan Police Chief Superintendent Ali Dizaei said intelligence could be used to examine travel history, how a ticket is purchased and frequency of travel, but added: "It becomes hugely problematic when it's based on ethnicity, religion and country of origin. I don't think there's a stereotypical image of a terrorist."

The Times newspaper reports that officials at the Department for Transport are considering a system of passenger profiling that would select people behaving suspiciously, who have an unusual travel pattern or have a certain ethnic or religious background.

It comes after former Scotland Yard chief Lord Stevens said that airport chaos could be reduced by targeting passengers for more rigorous checks, with "young Muslim men" a focus."
