Every time there is a meeting between the European leaders about new EU rules/laws/policies, after reaching agreement after long, long negotiations, Chirac is the first one out to meet the press and tells them that the result is whatever it was France wanted to achieve. In the end even the various Heads of States are so confused about what was actually agreed on that it takes their civil servants months to unravel the agreements.
Of course us simple citizens have no say on these matters whatever.
