Japan Defense Agency said it is only a "possibility" that four total launches have occurred. They made this statement just a moment ago. It was reported 11 minutes ago on Kyodo in Japanese. Our guys in the Mountain know precisely how many, precisely which types, and precisely the locations from which they were launched. So, by extension, do the Japanese....

It means they convene in a very secure, high tech command room at the Prime Minister's residence not far from US Embassy, used to monitor fast breaking news that require quick decisions. It is an emergency command post, chaired by the Prime Minister, and including all aspects of the Japanese intelligence and self defense structure.
They are analyzing the launches, their response to it, in consulation with the White House and the Pentagon and US Forces Japan.
The country itself, though, is on no 'emergency' status.
It is all done by the manual. These are convened in the case of earthquakes and other disasters as well.
