There is NO declaration of emergency state in Japan.
However, what is happening, is the Government of Japan is in EMERGENCY MODE and is meeting at this moment (6:10 a.m. local time).

I think this was almost a bigger shot across the Japanese bow than across ours, despite the rhetoricNorth Korea should remember when the Rising Sun gets upset from 1939 and again about 100 years ago when they occupied Korea.

This is looking less and less like a test (unless maybe of his command and control systems). It's not a "test," and it's also not an attack -- it's Li'l Kim trying to get attention by demonstrating their ability to launch multiple missiles in a short time period. It's the only meaningful demonstration when you're threatening to start a nuclear war.
IMHO, it's a demo directed more to the South Koreans than anybody else.
