This is looking less and less like a test (unless maybe of his command and control systems). It's not a "test," and it's also not an attack -- it's Li'l Kim trying to get attention by demonstrating their ability to launch multiple missiles in a short time period. It's the only meaningful demonstration when you're threatening to start a nuclear war.
IMHO, it's a demo directed more to the South Koreans than anybody else.

It's mostly directed at the US as an international statement of how he deserves money (after all, it worked with Clinton).
The other possibility is to use this internally as a show of force to keep from being killed by his military.
