TOKYO (AP) Japanese broadcaster NHK says North Korea has test-launched a missile.

I would suspect that a Japanese AEGIS got it and brought it down. This is why they launched a second one 15 minutes later.
Or, one of our US military ABM systems brought it down.
Either way, a Taepodong -2 only going that distance is a clear failure. It will be fun to see what eventually happened to it, and second of all, how North Korea makes no announcement of the launch. The more we watch Pyongyang media and hear nothing, the more we conclude it was a failure (it least in this initial information gathering stage).

Functional Testing and Validation and Verification may take on new meanings during wartime. Why test it in a static test bed when you can do a real-world test, with all of the contractor geeks there to make it work right?
