Why is the CIA putting resources towards something like this instead of working to find terrorists?
Why are these types of people even in the CIA who would put together a "report" like this?

"Why are these types of people even in the CIA who would put together a "report" like this?"
The same ones who would leak vital national secrets to the NY crimes.

The CIA needs to be abolished and replaced with something built from the ground up over a peroid of 10 years.

"The Agency" is a joke because The Agency is populated by nitwit Stalinist fruicakes from our elite universities.
They generally work for the other side - or they're too stupid to understand that America really isn't North Korea.

What was his name Occam, was it Occam's razor?
We all had known up until now that one of the problems in waging the war against terror is that our enemy does not have a firm grip on reality including but not limited to natural science, economics, and a basic understanding of America, or the whole Western world.
Now the question arises whether the anti-Bush cabal in the CIA or crazed Islamists have a weaker hold on reality?

OBL certainly must have known his reemergence would have some effect, but it appears he made a miscalculation. It might be as simple as; "I'm still heeerrreeee.....W hasn't caught me. Vote for the other guys."
OBL probably knew that the "other guys" wouldn't do squat to catch him, but so did the voting public.

In the CIA unit dedicated to finding bin Laden failure is not an option. It's standard equipment.

No wonder why we have not capture Bin Laden so far, if there are a**holes in the CIA hate President Bush more than Bin Laden.

Given the Islamist mindset that they wish to bring about Armageddon (their version of it anyway), then it's possible that OBL might have wanted to Bush to win...but if he were simply looking for a respite and a chance to regain strength then he'd want the cut and run party to win...so I suppose the question is simply...is OBL rational? If he is, he wanted the dems to win, if he's not he wanted Bush to win.
