With the Senate headed toward a final vote on an immigration bill this week, a leader of House conservatives is asking his colleagues to support a free-market plan aimed at bridging the gulf between the versions in the two chambers. The proposal by Rep.Mike Pence (R-Ind.), provided to TIME ahead of an unveiling speech at the Heritage Foundation, is arguably less compassionate than the version being debated in the Senate and supported in principle by President George W. Bush.But it looks to be more palatable to House Republicans, many of whom have opposed creating a guest worker program before new border crackdowns have been given a chance to work.
Pence, a rising star in the House, is suggesting a temporary worker program based on a data base run by private industry. And unlike the leading plan in the Senate and the blueprint sketched by Bush, his Border Integrity and Immigration Reform Act would require all applicants to leave the country first.Pence tweaks a phrase from Bushs address to the nation by calling the compromise a REAL rational middle ground. Even though Bush has said his preferred solution aint amnesty, Pence appeals to hard-liners by calling the compromise a no-amnesty solution.
The solution is to set up a system that will encourage illegal aliens to self-deport and come back legally as guest workers, Pence, the grandson of an Irish immigrant, says in prepared remarks. The visa will be issued only outside of the United States.Outside of the United States. That is a key point because it is the provision that will require the twelve million illegal aliens to leave. Now, some of you are thinking to yourselves that 12 million people arent going to pack up and leave just to get a visa to come back legally. But,I believe most will.

Not mentioned in the article: do these workers get to bring their families with them? Can a U.S. citizen apply for a job already being done by a "guest worker" and get it?
Without even reading or casting any judgement on Pence's plan, I will say that I've been thinking for some time that either the White House is completely inept at gauging the feelings of the base, OR, that they're crazy like a fox and purposely creating a scenario for a "savior" to come up with a "solution" that will make him/her the "golden child" to voters in 2008 and make it possible to have someone besides McCain get the nomination.
Why do you say that? Conservatives have been looking for a plan in which illegals self-deport before being allowed to apply for a guest worker program. The fact that he wants to privatize this makes it even better. Pence rocks.
For you to say anything but "I want Mexican immigration (illegal or legal) greatly reduced, regardless of whether they want to assimilate or become permanent citizens" is contemptibly dishonest.
The question remains, "Does America need one more democrat or How many democrats does America actually NEED?..
Answer THAT question and the insurgent(alien) question will solve itself for you..

IMO, those who want to immigrate, becoming permanent, legitimate US citizens, I say, "Come on in!". If an immigrant is legal and paying taxes and social security like the rest of us, I have no problem with him at all.
There are those who feel otherwise, but I don't mind legal immigration one bit if the immigrants are really going to assimilate into America, learn English, etc..
Living in California, an enormous % of my absurdly high taxes pay for services squandered on illegal aliens. Every year, this gets worse and must be stopped.
IF we are going to let them back, there is little sense in making those who have strong community ties, and no home in their native land, pack up and go back to a strange country, giving up everything they have here.
Some of these illegals have businesses, families, houses, and are members of their communities. They are productive members of our society, and they contribute to our greatness.
To make them throw all that away for what amounts to spite seems counterproductive. It may be fair,but it isn't sensible.
I don't like the Senate plan, but I do believe there is a subset of illegal immigrants (having NOTHING to do with "years of illegality") that are truly beneficial, truly want to be a part of our NATION, not just leaches, and we should separate them out and make them the first of the illegals to get visas.
Encouraged?! They will not voluntarily leave. They must be forced to leave. Did the blacks in New Orleans leave when Katrina was approaching? Nothing short of that will make the mexicans think twice (metaphorically speaking of course)

I part company with Pence on this. I like everything I have heard from him on other topics but wondered about the details of his immigration position.
Now I know. I don't like it.

Me, too. I'm all for being compassionate, but being compassionate doesn't mean that we have to be stupid. Just saying "y'all c'mon in" and letting them stretch resources to the breaking point will bring this country to the point where we can't take care of ourselves or anyone else.
Tried and failed in the Bracero program.
It failed because private industry, who was managing it before, decided to increase profits by decreasing costs and hired Mexican braceros at sub-standard wages, which displaced American workers. This was strictly forbidden under the terms of the Bracero program.
Because of this under-cutting of the prevailing wages, farm workers' unions got the feds to kill the program.
So, what controls will be put into place to prevent the same thing from happening again?
Pences measure would create private worker placement agencies called Ellis Island Centers, licensed by the federal government to match approved guest workers with jobs that cannot be filled by Americans a variation on an idea offered by Bush back in January 2004. U.S. employers will engage the private agencies and request guest workers, Pence says. In a matter of days, the private agencies will match guest workers with jobs, perform a health screening, fingerprint them and provide the appropriate information to the FBI and Homeland Security so that a background check can be performed, and provide the guest worker with a visa granted by the State Department.

IOW, if we can't deport the millions already here, how will we deport the millions who will be brought in under this program?
Answer: we won't. We'll just legalize them again in 20 years time.

Illegal immigrants havent just broken immigration laws. Most of them are guilty of fraud, perjury, forgery, and other crimes. Here are some of the penalties for those crimes:
-Under current law, simply entering the country illegally can result in a six-month prison stay and a $250,000 fine. Aiding in that crime carries a similar fine and a five-year prison sentence. Once ordered deported, an illegal racks up $500 per day of continued illegal presence.
- In addition, there are the perjury and false statements associated with fraudulently filling out federal tax forms. Each instance carries up to a five-year prison sentence and a $250,000 fine. Then there is the wide array of crimes relating to forging false documents needed to obtain work. Punishments for those crimes range from civil fines to 25 years in prison.
- Also, there are crimes relating to the misuse of Social Security numbers needed to obtain work. Those crimes can result in five years in prison and a $250,000 fine.
So, lets review. Under the Senates amnesty plan:
A.) US citizen committing forgery and tax fraud = 25 years in jail
B.) Illegal alien committing forgery and tax fraud = US citizenship, no jail time, keep the benefits (Social Security) of the forgery and fraud
And yet, according to El Presidente, were a nation of laws, and he opposes amnesty.

Well, "almost" correct. What we REALLY want is for those currently here ILLEGALLY to be forced (by whatever means) to leave the country, and, if they wish to return, GO TO THE TAIL OF THE LINE behind those who have NOT invaded/queue-jumped, whether that be for eventual citizenship, or for any newly-implemented "guest worker" program.
Any of them currently here illegally who do NOT "self-deport" and go to the tail of the line, will, when caught, have their assets confiscated, do jail time, and THEN be deported, and lose all eligibility to ever return.
I believe there has been talk of high-tech biometric ID'ing, and the like.
we find out how much illegals wages will increase when they become legal. Gosh, Pence's idea makes so much sense.
