With the Senate headed toward a final vote on an immigration bill this week, a leader of House conservatives is asking his colleagues to support a free-market plan aimed at bridging the gulf between the versions in the two chambers. The proposal by Rep.Mike Pence (R-Ind.), provided to TIME ahead of an unveiling speech at the Heritage Foundation, is arguably less compassionate than the version being debated in the Senate and supported in principle by President George W. Bush.But it looks to be more palatable to House Republicans, many of whom have opposed creating a guest worker program before new border crackdowns have been given a chance to work.
Pence, a rising star in the House, is suggesting a temporary worker program based on a data base run by private industry. And unlike the leading plan in the Senate and the blueprint sketched by Bush, his Border Integrity and Immigration Reform Act would require all applicants to leave the country first.Pence tweaks a phrase from Bushs address to the nation by calling the compromise a REAL rational middle ground. Even though Bush has said his preferred solution aint amnesty, Pence appeals to hard-liners by calling the compromise a no-amnesty solution.
The solution is to set up a system that will encourage illegal aliens to self-deport and come back legally as guest workers, Pence, the grandson of an Irish immigrant, says in prepared remarks. The visa will be issued only outside of the United States.Outside of the United States. That is a key point because it is the provision that will require the twelve million illegal aliens to leave. Now, some of you are thinking to yourselves that 12 million people arent going to pack up and leave just to get a visa to come back legally. But,I believe most will.

Add a provision that says that if they are caught here without the visa by a certain date that all their assets are forfeit and they are permanently barred from entry to the U.S. and citizenship and I'm on board.

at first glance it looks like a reasonable plan but ... how will anyone know if these are jobs Americans won't take or haven't been offered ?
Can Americans view these job listings and apply ? Probably not. I don't trust employers to do the right thing.
This is a much more palateble option than the Senate Bill. I could probably get behind something like this.
With some tweaks here and there, not a bad plan, best one I've seen.
How about asset forfeiture to local law enforcement? That would sure end all this "sanctuary city" nonsense. Especially out here in California, when it comes to revenue, the state is rapacious.
One tweak I would like to see is a 2-3 month "cooling off" period once they return to their home countries. At that point they could petition for a temporary job in the US. Also, we would have tro ensure that these temporary jobs really are temporary and aren't de facto green-cards.
Couple that with neodad's suggestions in post 3 and I'm definately on board.
Probably won't fly because then the elites would have to mow their own lawns and trim their own hedges this summer.
Pence keeps singing "I'm a believer' does he really believe these illegals will abide by a new law, when they dont care about the laws we have now..
Coupled with strong interior enforcement, they wouldn't have a choice. All the illegal jobs would dry up with strong interior enforcement.
The Irish had to return from the states in the 80's to get the Donnelly Visas that were lotteried... It worked and many never came back...

When will these lamebrains get it!? Illegal aliens have nothing, nothing to do with immigration. They aren't interested in immigrating--becoming permanent American citizens and renouncing their allegiance to Mexico--at all! The illegal aliens who swoop over our non-border every night are coming for the goods! It's essentially massive burglary against the taxpayer. Illegal aliens are mostly coming for the free health care, free social security, tax-free wages and higher living conditions.
To compare illegal aliens secretly invading our southern borders with honorable, legitimate immigrants who did come to America to become permanent citizens is contemptibly dishonest.

I'd like to hear/see more about this idea. If it gives no priority to those here illegally but puts them equal (not ahead of)to those that haven't broken our laws it may be viable. What citeria would be used to rank those applying? Job Experience? Rudimentary English proficiency? USC children? Devil is in the details.
FYI. Would appreciate your opinion.
