Exclusive: A Rising Star Offers His Own Immigration Plan (Leading House Conservative Mike Pence)

With the Senate headed toward a final vote on an immigration bill this week, a leader of House conservatives is asking his colleagues to support a free-market plan aimed at bridging the gulf between the versions in the two chambers. The proposal by Rep.Mike Pence (R-Ind.), provided to TIME ahead of an unveiling speech at the Heritage Foundation, is arguably less compassionate than the version being debated in the Senate and supported in principle by President George W. Bush.But it looks to be more palatable to House Republicans, many of whom have opposed creating a guest worker program before new border crackdowns have been given a chance to work.

Pence, a rising star in the House, is suggesting a temporary worker program based on a data base run by private industry. And unlike the leading plan in the Senate and the blueprint sketched by Bush, his “Border Integrity and Immigration Reform Act” would require all applicants to leave the country first.Pence tweaks a phrase from Bush’s address to the nation by calling the compromise “a REAL rational middle ground.” Even though Bush has said his preferred solution “ain’t amnesty,” Pence appeals to hard-liners by calling the compromise a “no-amnesty solution.”

“The solution is to set up a system that will encourage illegal aliens to self-deport and come back legally as guest workers,” Pence, the grandson of an Irish immigrant, says in prepared remarks. “The visa will be issued only outside of the United States.Outside of the United States. That is a key point because it is the provision that will require the twelve million illegal aliens to leave. Now, some of you are thinking to yourselves that 12 million people aren’t going to pack up and leave just to get a visa to come back legally. But,I believe most will.”

What are the total numbers of third-world migrants (legal, amnestied, "temporary", etc) brought in by Pences plan?

If it's radically less than the Senate treason-package's 70 million or so over 20 years, that's an improvement.

That said, Pences bill, appears to be a bad idea and a cave-in as it rewards illegals allowing them to jump to the head of the line.

Will the "fine" (amnesty fee) now just increase by the cost of bus or airfare to Ciudad Juarez,Tijuana, Nogales, etc?

I don't see where any of those individual bullet items you posted is not part of any Hispanic, or Indian, or Chinese family and life.

Assimilation also means allowing other cultures to preserve some of their unique heritage and bring that to the American experience.

Texas has been enriched, I believe, by the Hispanic culture and food and music and family experiences.

Well thats a loaded question

I'm just saying, if done correctly (which I doubt because Government always messes things up) the changing demographics of race in the end mean nothing, as long as our values, and what were European values remain. Problem is in Europe and America, the Immigration systems dont pick the best and most compotent to assimilate, and the fact that we are forgetting our values doesnt help us either.

Example: In our country, Immigrants from overseas, Europe, India, China, tend to be hard working, and move up in life. Why? Because they came here in a system that values work, and law abiding citizens, and these values will get passed down to their kids. Not anybody can come to America from these places, because they can't just sneak across the border, because the border they would cross is thousands of miles of ocean. However, for immigrants often from Mexico, DR, PR, and South America, many of them came here in a system that rewards law-breaking. The border or the shore is not too far away, and thus they arent picked for being the brightest or best citizens, but rather for being sneaky, and best at exploiting the system. Thus they fail and join our welfare wing of our nation.

Europeans, Indians, Chinese are largely forced to join our "culture" by virtue of how they came here. The same does not hold true for many Hispanics/Latinos.

"White" seems to be your color. Do you have confederate flags on your truck?

White is the pertinent color for this discussion because it is the white countries that you want to see become white minority countries.

Do you believe that blacks in South Africa are racist if they want to maintain a black majority? Why is it hard for you to answer yes or no to that question?

-Desire to improve one's standing in life
-Individual Rights
-Government's intent is to serve and protect the people

These four don't seem to be believed by the loafing immigrants, they tend to believe this

-Believe in do as much as you have to
-Desire to just get by
-Guy doing alright has no rights to his own money
-Government's intent is to serve and be corrupted by a few at the expense of others

I disagree. The Hispanic immigrants I'm familiar with are some of the hardest working people I've encountered. They value family, they want to get ahead. They don't just desire "to get by."

So, I don't know where you're running across these Hispanics.

Bush is no conservative and cannot be trusted. This much we now know.

Don't get me wrong, there are a lot of Hispanics that are good hard working people, but the Latino Countries tend to deposit a greater % of loafer immigrants because of how the Latino immigrant system works

Heres where my skeptism comes from:
Lawrence, Massachusetts
The city next door to me is 59% Hispanic. However, 25 years ago, this was far from the case. It was still an Irish city. However, many good Hispanics came to Lawrence for the mill jobs in the 50s, 60s and 70s, and in the 80s they started bringing their families in, illegally. The family members never quite turned out the success that the original immigrants were. If you drive through this city today, all you see is people going downtown for their welfare checks, and lots of drug dealing, loitering going on. This is no exaggeration, I know a number of hispanic people (the original immigrants that moved out of the city to my town), but this place is out of this world. The city is also the poorest in the state, and their schools are a consistent failure. Its really sad, it brings me down to drive through the area. However, I partly think this could be more due to the fact that the city is in Massachusetts. Most of the immigrants no longer have their traditional Catholic devotion, like the rest of what is a growing, Atheist Massachusetts, and most are encouraged in their youth/school system to not to try in life, and to experiment with drugs, sex, etc. (our state school cirriculum is perverse) Plus, the mill jobs left 20 years ago.

Sounds good on the face of it, but relies on the illegal aliens' respect of the law to actually obey the new rules.

Overall, not much better than Bush's plan... and certainly not good enough for the United States.

I don't think it's feasible, practical, or good policy, to require all illegals to leave the country.

We have the Chinese in Long Beach and the Gulf of Mexico , the Mexicans in the south, the Islams in the east and the dam Democrats in Washington D.C. and the ubiquitous commies.
