California has no race with over 50% representation within its borders. There is no majority. Whites dropped below 50% in 1999. Immediately, the race pimps moved ahead with changes in wording from "minority" to "disadvantaged" or "people of color". The intent to provide "people of color" preferences was immediately evident.

The Fed. DOT (Dept of Transportation) has a 3% to 5% DOT DBE (Disadvantage Business Enterprises) contracting goal ....
Under DBE (Disadvantage Business Enterprises), MBE (Minority Business Enterprises)& WBE(Women Business Enterprises) are a subcategory of DBE
But for a Business to be certified as DBE they do not need to be a Minority or Women owned business (However Minority & Women business assume to be disadvantage they do not have to prove it... if you were say disabled you would have to prove disadvantage before becoming a DBE )
However the state of Calif. has been taking the Federal DOT money and then under the 3% to 5% DOT DBE requirement the state would only consider the subcategory MBE's or WBE's
