went directly to the WH or Bush 41 claiming that the organization was in chaos and that Goss needed to be replaced.But why would the WH or pres be inclined to believe them? There has to be more to the story.

Brian just said maybe he lost a power struggle (forget the exact wording)Negroponte wasn't the Intelligence Czar when Goss got appointed. Maybe Negroponte sees himself as "Super DCI" and Goss thought he was going to be the boss? Or at least that he was going to be able to communicate directly with the President and not have to pass all communications through another level?
The river of mud grows a little bit sludgier.

Yeah, I think this is just about Bush trying to improve his image before the mid-terms.

Because of who they were and how the subject was broached. They may have said that Goss did a good job, but now he was becoming a lightning rod and an obstacle to change given the McCarthy firing. In order to get the CIA reform back on track, it was necessary to put someone else in charge.

Former CIA Director, Stansfield Turner, calling into CNN, says he thinks the reason was Goss's being passed over for the top spot, taken by Negraponte, in the reorganization.
