SENATOR SESSIONS ON SECURING AMERICA'S BORDERS ACT

Mr. President, I thank Senator Leahy, ranking member on the Judiciary Committee.

I have received just this afternoon in my office some disturbing news in the form of correspondence from the Congressional Budget Office. It suggests a number of areas where the amendment we are talking about here today, No. 3424, the immigration so-called compromise, violates our budget and the rules of the Senate.

Let me read from the correspondence we have received. This is something, as you know, Mr. President, as a member of the Judiciary Committee, that we never discussed at all. It is not a matter we spent any time at all discussing as we moved forward with legislation which ultimately cleared that committee and came to the floor — legislation which I thought was not good legislation and which I opposed, and so did the Senator from Texas, who just relinquished the Chair. We didn't discuss the financial impact of the legislation before us.

I heard that on FNC last night. Snow is personable and seemingly has a very fine reputation. IMHO, he is a puppet (probably not knowingly) and I think a token. Honestly, it's just sort of all creepy.

FWIW, I think something is odd, too. I've had the gutt feeling for awile. More than meets the eye, not passing the smell test sort of thing. Just so "one world", "our hemisphere" vs. sovereignty of this nation. Now, this "new citizen" stuff...

Last night there was discussion about Perot, but, in context of throwing the election. I have been thinking about the Perot confrontation lately, prior to mentioning of it last night. My thoughts were a little different. My father was personal friends with General Wade, a big supporter of Perot. Dad got vehemently behind Perot. We were all astonished. Dad wouldn't talk alot about it, but said no way was he voting for Bush. Dad wouldn't shove politics down our throats (like I do! :0) but he would say subtle stuff to make you think. And, thinking I am all these years later. I have been looking up stuff on Gen. Wade and Bush and Perot. Only significant thing I have found so far is:

03/23/87 Bush to Perot Letter
Letter from then Vice President George Bush to Ross Perot in reference to Perot's decision to get out of the POW/MIA issue and turn over all materials and information he has to the administration. Excerpts include: "The President determined that Howard Baker would call you the other day,...I am sorry you feel you have had less than full cooperation; but I do understand your decision,...to "get out of it" and convey whatever information you have to the new negotiator..."
"...The administration...will continue to keep this issue on the front burner. We can do no less. We owe it to those who served."

04/08/87 Perot to Reagan Letter
Letter from Ross Perot to then President, Ronald Reagan regarding the POW/MIA issue. He discusses his findings.
"1.We left POWs behind at the end of the war in Vietnam.
2.We knew we were leaving men behind.
3.The men left behind were held in Laos.
4.The evidence that men were held in Laos is substantial...
7.In April, 1973, the Defense Department publicly declared -- that there were no more living Americans being held in Southeast Asia...this was done at a time when we knew we had left men in Laos (and probably in Cambodia and Vietnam)...
9.It is unrealistic to attempt a military rescue of these -- men...
11.There is only one realistic way to gain the release of the -- men -- through negotiation.
12.Several months ago, I recommended appointing a Presidential -- negotiator...General Vessey is an excellent choice...
25. The principal obstacle in obtaining the release of these men -- since the end of the war has been a lack of diligence and follow- through by our government. Choosing a man of General Vessey's stature, giving him a broad mission, supporting him with whatever resources he needs, and having him report directly to you is the strongest possible approach to gaining the release of these men.

AF personnel will be reported as killed if conclusive evidence of death exists, even though the remains are not recovered, and consist "... of evidence so strong and so convincing as to overbear any possibility of survival... If no such overwhelming proof exists, the member is reported as missing in action and is carried in this status unless and until conclusive evidence of death becomes available... If any possibility exists... that a member could have survived an accident, he must be reported as missing in action."

All I know is both papa and son (sons) seem very intent on more than just globalization. My dad was very against Bush #1, while my husband and I were delegates that election cycle. I am just trying to see if there is any more Gen Wade info...

The east-west railway was a good thing, IMO, and it seems to be deteriorating bit by bit.

Last night, before bedtime, I read the Phyllis Spivey article that Smartass posted.

I had heard about the TTC, but didn't pay attention to the specifics until now, thanks to both of you.

This is a real gut-punch, to envision the scenario.

As the immigration debate rose to the top of the national agenda this year, the GOP was favored by 37 percent to 31 percent over Democrats, said pollster Rasmussen Reports.
But the newest survey shows round two going to the Democrats as Democratic National Committee Chairman Howard Dean declares enforcement of the border his party's top priority.
Now 42 percent trust Democrats more on this issue while 35 percent trust the GOP.
