These countries only care about fighting terror in their own lands. They couldn't care less about terror here.
This brings to mind the story as told by former CIA counter-terror oprative, Gary Bernsten. They found out a certain high-level terrorist was about to land in Dubai, the CIA arranged to have guys there to take this guy in. The plane came over the horizon, the CIA guys got ready, the plane touched wheels to the ground then took right back off again...one of our "friends" in the Dubai government had tipped off the pilot.

Dubai is setting up shop to attract a lot of private industry; the seed money is from the state but much of the commerce will be private. A lot of financial firms are opening up an extention there now, for example.

I understood what this deal was about shortly after the story broke. Bush DID explain it I HEARD IT. HBis supporters explained it.
