The more federal involvement and money = the more corruption.
Money-wise, NOrleans has to be it.
If fed money creates problems, look at areas around Indian lands. An old hand told me that Gallup, New Mexico needs to be considered.

MEMPHIS, TN fits all your areas. Corrupt, inept, majority of failing schools (even though the current mayor was the former super of schools in Memphis, crime out the roof, taxes up to our eyeballs, people fleeing both the crime and taxes. Low per captia income $27-28,000. In fact our county lost more residents than any other in the State, and we have the honor of being the most heavily taxed in Tennessee.
The mayor of Memphis, King Willie Herenton thinks GOD annointed him mayor of Memphis.

Hartford CT.
Murder rate out of control, prostitution and drugs are rampant. The gangs rule the city and city government is a nursery for democrats and has been for decades. It's a crooked, insular city whose workers leave every night at 4:30 for the beautiful suburbs. The Bd of Ed (To which the "mayor" just appointed himself as the chairman)spends more per pupil than any other municipality in CT and after 4 years in a HFD secondary school, more girls have babies than have diplomas.
