US President George W. Bush was to say in a speech that international cooperation helped thwart a terrorist attack on the US west coast, according to White House spokesman Scott McClellan.
McClellan did not provide any details about the plot, or the way it was prevented, but told reporters the purpose of Bush's remarks was to "show the kind of international cooperation that is required" to defeat terrorism.
He also said the goal was not to justify Bush's controversial order, after the September 11, 2001 attacks, to allow spying on Americans without getting a warrant, in a break with past practice.

Interesting.....there was a report of a "jet narrowly missing a rocket" sometime around November 26 that was departing LAX. But that probably wouldnt qualify.
They were about to hit Liberty Tower in LA in Oct 01 through the use of SE Asian AQ, using shoe bombers on the planes.

I think attacks have been thwarted but not mentioned. The cynics would say, no, if they had ever thwarted an attack they would have crowed about it all over the place.
The cynics project their own self-serving nature on the President and the Administration in saying this.
Now the cynic will say either -- see this is the only one averted, or, more likley, this is a ruse in response to the criticism of "warrentless wiretaps".
Yet, the cynics don't matter. Thye are loud, annoying and potentially dangerous in their obstructionism.
For some reason I really don't think you are long for this thread. Just a hunch.
