Preemptive Nuclear War in a State of Readiness: U.S. Command Declares Global Strike Capability

WASHINGTON — The U.S. Strategic Command announced yesterday it had achieved an operational capability for rapidly striking targets around the globe using nuclear or conventional weapons, after last month testing its capacity for nuclear war against a fictional country believed to represent North Korea (see GSN, Oct. 21).

In a press release yesterday, STRATCOM said a new Joint Functional Component Command for Space and Global Strike on Nov. 18 “met requirements necessary to declare an initial operational capability.”

The requirements were met, it said, “following a rigorous test of integrated planning and operational execution capabilities during Exercise Global Lightning.”

The annual Global Lightning exercise last month tested U.S. strategic warfare capabilities, including the so-called CONPLAN 8022 mission for a global strike, according to publicly available military documents.

CONPLAN 8022 is “a new strike plan that includes [a] pre-emptive nuclear strike against weapons of mass destruction facilities anywhere in the world,” said Hans Kristensen, a consultant for the Natural Resources Defense Council. Kristensen first published the STRATCOM press release on his Web site, nukestrat.com.

Military analyst William Arkin, in a column on the Washington Post Web site in October, wrote that the classified exercise involved the response to a radiological “dirty bomb” attack on Alabama by the fictional country Purple or allied terrorists. “In the exercise, Purple is a Northeast Asian nation thinly veiled as North Korea,” according to Arkin.

Maj. Jeff Jones, STRATCOM spokesman, said today that the exercise incorporated various scenarios and added, “Everything is fictional that we put in the exercise.”

Global Lightning employed command and control personnel, according to the STRATCOM release.

Global strike attacks could be launched from U.S. long-range bombers, nuclear submarines or land-based ballistic missiles, according to the STRATCOM Web site.

The new command was created Aug. 9 in an attempt to integrate broad elements of U.S. military power into global strike plans and operations.

That, according to an Arkin commentary in the Washington Post in May, could include anything from electronic jamming to penetrating computer networks, to commando operations, to the use of a nuclear earth penetrator. CONPLAN 8022, he wrote, is intended to address two scenarios using such capabilities: preventing a suspected imminent nuclear attack from a small state, and attacking an adversary’s suspected WMD infrastructure.

STRATCOM Commander Gen. James Cartwright said at an opening ceremony that the new command would help the country convey a “new kind of deterrence.”

According to the STRATCOM release, “The command’s performance during Global Lightning demonstrated preparedness to execute its mission of providing integrated space and global strike capabilities to deter and dissuade aggressors and when directed, defeat adversaries through decisive joint global effects in support of STRATCOM missions.”

According to Arkin’s article in May, CONPLAN 8022 was completed in 2003, “putting in place for the first time a pre-emptive and offensive strike capability against Iran and North Korea.”

STRATCOM’s readiness for global strike was certified to Defense Secretary Donald Rumsfeld and President George W. Bush in January 2004, Arkin reported.

Questions the Islamic Society should answer

EVER SINCE 9/11, we learned last month, federal officials have been
monitoring radiation levels around a number of American mosques. It is
an understandable precaution, given Al Qaeda's interest in acquiring
nuclear weapons, and its history of mass murder.

attention on mosques. Unfortunately, we are at war with violent
Islamist radicals, and they are not above using mosques to incubate
terrorism. If there is evidence of heightened radioactivity around a
Muslim facility, the government should be aware of it, and should find
out -- lawfully, (snip)

The federal monitors have been checking for physical radiation, but
there are other ways in which mosques can be radioactive.
Last year, for example, Freedom House issued a report on the extent to
which Saudi publications in US mosques promote Wahhabism, the harsh,
supremacist version of Islam that is the established creed in Saudi
Arabia. Many of these publications, it turned out, were riddled with
religious bigotry. They advocated contempt for ''infidels," portrayed
America as alien territory, and urged Muslims to prepare for jihad.

Considering the use of such teachings in recruiting terrorists, one
might well view the presence of this literature in the library of an
American mosque as ''radioactive," and a legitimate cause for concern.
Which brings us to the roiling controversy over the mosque being built
by the Islamic Society of Boston -- a controversy made all the worse
by an abusive lawsuit the Islamic Society has filed against its
critics.

When completed, the $24 million mosque will be the largest Muslim
house of prayer in the Northeastern United States. The Islamic Society
has pledged that it will also be a center for moderation, peace, and
dialogue among different religious communities. It was in part on the
strength of that pledge that the Islamic Society was allowed to buy
the land for the mosque from the city for a fraction of its fair
market value.

But for more than two years, questions have been raised about just how
committed the Islamic Society really is to moderation and interfaith
understanding. Beginning with reports in the Boston Herald, news
outlets, citizen groups, political officials, and private citizens
have been pointing out disturbing signs of extremist ''radioactivity"
around the Islamic Society and its leadership.

To mention only a few:
• The society's original founder, Abdurahman Alamoudi, is now serving
a 23-year prison term for his role in an assassination plot. The
Treasury Department identified him as a fund-raiser for Al Qaeda, and
he has publicly proclaimed his support for two notorious terrorist
groups, Hamas and Hezbollah.


• Yusef al Qaradawi, who for several years was listed as a trustee in
Islamic Society of Boston tax filings and on the Islamic Society
website -- the Islamic Society now claims that was due to an
''administrative oversight" -- is a radical Islamist cleric who has
endorsed suicide bombings and the killing of Americans in Iraq. In
2002, he was invited to address an Islamic Society fund-raiser, but
had to do so by video from Qatar -- he has been barred since 1999 from
entering the United States.


• Another Islamic Society trustee, Walid Fitaihi, is the author of
writings that denounce Jews as ''murderers of the prophets" who
''brought the worst corruption to the earth" and should be punished
for their ''oppression, murder, and rape of the worshipers of Allah."
After Fitaihi's words were reported in the Boston press, the Islamic
Society was urged to unequivocally repudiate them. It took seven
months before it finally did so.

• When Ahmed Mansour, an Egyptian-born Muslim scholar, examined the
Islamic Society's library in 2003, he found books and videotapes
promoting hostility toward the United States and insulting other
religions. Among the publications on hand were several of those listed
in the Freedom House report.

Individually, none of these points proves that there is anything amiss
with the Islamic Society. Taken together, they give rise to obvious
questions and concerns.

Surely the Islamic Society, which emphasizes
its commitment to moderation, tolerance, and dialogue, should be at
pains to answer those questions and allay those concerns. Instead it
accuses its critics of defamation, and has sued many of them for -- of
all things -- conspiring to deprive Boston-area Muslims of their
religious freedom.

But the last thing Muslims in Boston or anywhere else need is a
leadership that treats legitimate public misgivings as an anti-Muslim
''conspiracy," or that launches specious lawsuits in order to
intimidate those looking into its record.

The Islamic Society's
overreaction does rank-and-file Muslims no favors -- and gives all of
us, Muslim and non-Muslim alike, another reason to wonder about its
motives.

China, Russia pledge stronger relations

BEIJING: Chinese President Hu Jintao and Russian President Vladimir Putin pledged to build stronger ties between the two neighbours in the new year, state media reported Monday.

The two leaders exchanged greetings on New Year’s Eve and reiterated plans to further develop bilateral relations by deepening cultural exchanges, the Xinhua news agency said.

JAN. 2 1:53 P.M. ET What kind of neighbor cuts off gas supplies in winter? That question is being asked of Russia after it closed natural gas taps feeding Ukraine, a decision with implications for the rest of Europe.

In language reminiscent of the Cold War, many Europeans castigated Russia on Monday for shutting gas supplies to Ukraine over a price dispute. Russia's critics say the cutoff was Ukraine's punishment for reaching out to the West.

Beneath the criticism lay deeper questions about Russia's role in today's Europe. The shut-off came the same day Russia assumed the leadership of the G-8, after years of seeking a full-fledged place in the elite group of rich nations.

"The novelty of 2006 is Russia's reappearance on the map of world threats," said Italian daily La Stampa. "Only its tool has changed: Instead of nuclear warheads and the international communist movement, today there is the gas tap."
"In the year of the Russian G-8, the West must decide, for the umpteenth time, how to act toward a Russian czar with a claim not anymore on their lives, but on their stoves."

The cutoff threatens shipments throughout Europe because Ukraine acts as a transit country for most of Russia's gas consignment to the continent.

In the wake of the European criticism, Russian officials said late Monday they would resume some gas supplies intended for Europe. And most analysts expect Russia and Ukraine to reach agreement soon.

Still, the crisis is the latest sign that Russia has its own idea of where it fits in the global marketplace and political arena. And that idea doesn't always match the dependable, predictable Russia that Europe dreams of.

"Russia is saying clearly to its partners that it is an energy superpower, saying 'We are actors on the world stage. You should listen to us,'" said Thomas Gomart, an expert at the French Institute of International Relations, a Paris think-tank.

Beyond re-igniting European concerns about energy security, the crisis threatened to revive anti-Russian sentiment that last flared in Europe a year ago, during Ukraine's democratic revolution. Russian President Vladimir Putin has also been worrying Europe by clamping down on foreign non-governmental organizations and with his perceived backsliding on Russian democracy.

"Seeing Russia use this weapon is bound to have a political impact on the image of Russia as a well-behaved neighbor," Philip Hanson, a Russia expert at Birmingham University in England, said of the gas shut-off.

The gas dispute has simmered since the early 1990s, prompting questions of why Russia chose to cut off supplies now -- just months before parliamentary elections in Ukraine.

Moscow "is trying to satisfy its imperial ambitions, paying little attention to the fact that the way it has chosen undermines its reputation as a trade partner," commentator Slawomir Popowski wrote in the Polish daily Rzeczpospolita.

In Poland, the crisis reinforced fears that Russia will play rough to maintain influence over its former satellites. Germany, which depends on Russia for 30 percent of its gas, is also nervous.

"Russia is using unrestrained monopoly power to discipline a politically insubordinate neighbor," said Werner Hoyer, a senior lawmaker for Germany's Free Democratic Party.

"Who can guarantee that Russia won't one day use the gas tap as a way to exert pressure or impose discipline on other countries, such as Germany?"

Russia insists it is only enforcing its commercial rights, demanding that Ukraine pay market price for gas.

European government officials were cautious about casting blame and alienating Putin. But the cutoff has continentwide implications, and European Union energy ministers will meet Wednesday to discuss it.

Amid the criticism, Russia won a bit of indirect support from Pascal Lamy, director of the World Trade Organization: "Whatever the political or legal problems are, in the short term, these countries should pay for their energy at today's energy prices to improve the efficiency of their economies."
