The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

ARTICLE SNIPPET: "Nearly simultaneous drive-by shootings, one at the Gush Etzion Junction and the other at the settlement of Eli in the northern West Bank, left three Israelis dead and five wounded Sunday and prompted the Defense Ministry to clamp down on the Palestinians and cut contacts with the Palestinian Authority.

Kinneret Mandel, 21, was buried at 10:30 a.m. Monday in the Givat Shaul cemetery in Jerusalem next to her cousin, Matat (Rosenfeld) Eldar, 21, from Carmel in the southern Hebron Hills, who was also killed in the terror attacks. Fifteen-year-old Oz Ben-Meir of Maon was buried at 9:00 a.m. at the regional cemetery in Sussia following a procession that commenced from Maon.

Two others were seriously wounded, Judea and Samaria police reported.

As of Monday morning four of the injured in the shootings were still in hospital, two in critical condition, Israel Radio reported."

LONDON, Oct. 17 (UPI) -- British officials say as many as 70 young Muslim men have left the country for Iraq to fight in the insurgency against the U.S.-led occupation.

The London Sunday Times cited unnamed British counterterrorism officials whom it did not quote directly, except to describe the movement of young fanatics to Iraq in the past two years as "a steady trickle."

The paper said Iraqi insurgent leader Abu Musab al-Zarqawi had set up a network in Britain "to recruit and train would-be suicide bombers and gunmen."

It said the group was called Ansar al-Fath, or Partisans of Victory. And that it was linked Ansar al-Islam, one of the organizations that the British government wants to ban under proposed anti-terror legislation it published last week.

It said Ansar al-Fath gave "logistical support to foreign fighters in Iraq and uses the internet to find new recruits for Zarqawi."

It added officials were warning that some jihadists had returned to the country "and may be planning attacks."

U.S. Secretary of State Condoleezza Rice's October 10-13 tour
through Central Asia marked Washington's attempts to secure its
ties with the former Soviet republics. The Bush administration
finds these ties especially important now that it is being evicted
from its military base in Uzbekistan. Relations between the
United States and Uzbekistan have weakened recently; indeed,
while the trip saw Rice visiting Kazakhstan, Kyrgyzstan, and
Tajikistan, she did not visit Uzbekistan.

Instead, Rice called Uzbekistan "out of step with what is
happening in [Central Asia] as a whole." Her comments close the
recent chapter of U.S.-Uzbek relations. With the loss of the U.S.
military base in Uzbekistan, the United States has moved quickly
to prevent a further loss of influence in Central Asia. With the
recent announcement by Kyrgyzstan that the U.S. could keep its
airbase at Manas airport, Washington appears to be partly
successful in this aim. However, if conditions in Afghanistan
stabilize, calls for a U.S. withdrawal from Central Asia are
expected to increase.

Washington's Loss of Uzbekistan

Following the September 11, 2001 attacks, Tashkent offered
Washington the use of the Karshi-Khanabad airbase in
southeastern Uzbekistan. U.S.-Uzbek relations were at a high
point, a development that distressed the Russian Federation
since it saw its former Cold War enemy encroaching on its
traditional sphere of influence. Moreover, not only did the United
States secure military base rights in Uzbekistan, but it also
secured base rights at the Manas airbase in Kyrgyzstan, another
former Soviet republic. Russia could do little to prevent U.S.
involvement in these countries.

However, once the invasion of Afghanistan was over and the
country began to stabilize, policymakers in Washington began to
second guess having positive relations with states that could
easily become unstable due to their authoritarian rule and
repression of opposition movements. As stated by PINR analyst
Dr. Michael A. Weinstein in September 2005, consensus was
finally reached in Washington "that Uzbekistan's authoritarian
regime led by President Islam Karimov is not stable in the long
run, that it should be pressured on its human rights violations
and that opposition to it should be nurtured." Therefore, in 2004
the U.S. canceled aid to Uzbekistan ostensibly due to its poor
human rights record. [See: "Intelligence Brief:
Uzbekistan-C.I.S."]

The cancellation of aid combined with the March 2005 revolution
that overthrew Kyrgyzstan's authoritarian government caused
obvious concern in Tashkent since it too faced revolutionary
forces. Tashkent deduced that while there were many benefits to
further cooperation with the United States, there was also the
risk that growing U.S. involvement in Uzbekistan could
destabilize Karimov's authoritarian government.

The catalyst occurred when Karimov suppressed a rebellion in
the city of Andijan on May 13, 2005. The United States joined the
European Union in calling for an independent investigation of the
incident. Moscow, however, stood with Tashkent. A little more
than a month after the protests, Tashkent restricted U.S. flights
out of Karshi-Khanabad. Then, on July 29, Tashkent chose to
evict the United States from the base altogether, giving it a
January 2006 eviction ultimatum. To retaliate, in early October
the U.S. Senate voted to block payment of US$23 million owed to
Uzbekistan for the Pentagon's past use of the base. [See:

Now, both the U.S. and Uzbekistan have hardened their
respective positions, and it appears that relations between the
two states will not improve for the foreseeable future. Rice
exempted Uzbekistan from her October visit to the region, and
Uzbekistan just conducted joint war games with Russia. Tashkent
has also been speaking more positively about its relations with
Moscow.

Moscow, of course, is happy to see Uzbekistan back in its court,
and will pursue a policy that keeps Karimov in control of
Uzbekistan and on Russia's side in the struggle for influence in
Central Asia. Indeed, after the recent Russian-Uzbek war games,
Russian Defense Minister Sergei Ivanov told journalists, "These
should not be the only Russian-Uzbek exercises. These joint
military exercises should be conducted regularly, and made an
integral part of our military cooperation." Russian Foreign
Minister Sergei Lavrov offered stability assurances of his own,
rebuking the European Union for placing sanctions on
Uzbekistan, saying that they would have little effect, calling the
sanctions a "purely political instrument which has shown its lack
of effectiveness in Iraq and other regions."

Reading throught the links in my post 3089 is enough to give one the chills.

There are of course several that are old news to TM'ers and several new ones.

It is one of the posts that I get in my Yahoo mail and cannot see the print on until I have posted it here, therefore, I get the same shock as you will when you read it.

I had thought to pick a couple to post as stand alones, but decided to send this note instead, as I couldn't settle on the couple that were most important.

LONDON, Oct 16 (Reuters) - The United States has issued a stern
warning to Iran over the Islamic republic's possible involvement in
helping insurgent bomb attacks in Iraq, Secretary of State
Condoleezza Rice said on Sunday.

Washington has backed accusations from its closest ally Britain that
there is evidence insurgents laying roadside bombs, or improvised
explosive devices (IEDs), in southern Iraq might be using
sophisticated technology linked to neighbouring Iran.

The United States has no formal diplomatic ties with Iran but
occasionally talks to the government through Swiss diplomats in
Tehran or through the Islamic republic's ambassador to the United
Nations in New York.

"We have -- let me emphasize -- we have had limited contacts with
the Iranians when it is necessary," Rice told reporters in London
ahead of talks with British Prime Minister Tony Blair on curbing Iran's
nuclear ambitions.

TEHRAN -- President Mahmoud Ahmadinejad accused Britain
yesterday of being behind weekend bombings that killed five people in
Iran.

His comments reflected sharply escalating tension with the West, after
the United States and Britain asserted last week that Iran had been
involved in insurgent attacks in neighboring Iraq.

''We are very suspicious about the role of British forces in perpetrating
such terrorist acts," the student news agency ISNA quoted
Ahmadinejad as saying in reference to the two bombings Saturday in
southwestern Iran.

The local Orlando news is reporting that an explosive device was set
off outside a Walgreens drugstore in Winter Park. The burn mark is
shown on the outside of the building wall. Employees called 911 for
help and to my knowledge, all the employees are safe. No further
information at this time and investigators are on the scene.

The Arab satellite television station al-Jazeera is the enemy, or so we
are told: “jihad TV,” “killers with cameras,” “the most powerful ally of
terror in the world.” Shortly after 9/11, Fouad Ajami, distinguished
professor of Near Eastern studies at Johns Hopkins University, luridly
described the station in an influential New York Times Magazine essay
as a cesspool of anti-American hate that “deliberately fans the flames
of Muslim outrage.” In June, Secretary of Defense Donald Rumsfeld
told attendees at an Asian defense conference that if they were to
watch al-Jazeera day after day, “even if you were an American you
would begin to believe that America was bad.” Even Newsweek
International’s normally temperate Fareed Zakaria loses his
composure when faced with al-Jazeera, which “fills its airwaves with
crude appeals to Arab nationalism, anti-Americanism, anti-Semitism,
and religious fundamentalism.” Denunciation of al-Jazeera is
impressively bipartisan and a starting point for many of the post-9/11
debates over public diplomacy and the war of ideas in the Middle East.

Thanks for the response. I'm thinking my M-I-L may have heard wrong or misunderstood the story. If true, this would have been in the news by now. I'll continue to keep an eye out for any sick bird/dead duck stories coming out of the Caribbean.

A_D take it from an old infantryman, you do need to take your boots off at night and keep them in your fart sack (sleeping bag) so that your body heat will help them to dry. I used to make my living by being cold, wet, tired, hungry and miserable.

This is unless you expect enemy contact. In a civilian camping environment, I'd say go ahead and let your feet rest. If you like and if you're sure there are no PFC NoShoulders (snakes) around, you can unzip your sleeping bag and let Clyde cuddle in for mutual warmth. You'll probably get many licks in thanks. I would also invest in a nylon camoflage poncho liner. Very lightweight but it can keep you extra warm if it suddenly turns real cold in the woods. Use it to line your sleeping bag. OR use it as a real poncho liner in a cold rain. You do change your socks frequently (twice a day at least) right? And use foot powder between changes?

If you have a US Army style poncho and some nylone parachute cord and a couple of straight sticks, it's easy to rig up a field expedient shelter to keep the rain, snow or early morning dew off you and yours.

If you're really worried about some form of hostile contact, rig up some early warning devices with the para-cord. Clyde may be growling at four legged critters, so an early warning system will both alert you to the presence of someone or something near your site and if the intruder is human the noise will likely send him packing because he'll know he's been "made." Either that or he'll open fire. If you've rigged your sleep site with some local camoflage, you'll have the upper hand.

I guess Roche has the monopoly on flu drugs. With a pandemic looming something needs to be done so other manufacturers can produce generics.

Content The escalating threat of a bird flu pandemic has prompted Taiwan¡¦s Health Minister, Dr Hou Sheng-mou, to write to the Chairman and CEO of Roche, Dr. Franz B. Humer, in an attempt to initiate discussion with the pharmaceutical company to obtain its permission for manufacturing Tamiflu in Taiwan. In order to protect the health of the Taiwanese people, Dr. Hou hopes to hasten the process of building up Taiwan¡¦s stocks of Tamiflu to the level recommended by WHO.

Taiwan has placed orders with Roche to acquire enough Tamiflu to cover 4 percent of its population by mid 2006. However, it will still be well below the 10 percent coverage recommended by WHO. In order to tackle the problem, Minister Hou took the initiative today through a written invitation to Roche, which called on the company to start discussion on a licensing agreement that would enable Taiwan to produce Tamiflu.
