Large Parts of Los Angeles Without Power

Power was down in the Van Nuys area from 12:35 PDT to 13:55 PDT. Power was restored at 13:55 and has remained on.

For a while on Fox they were showing an arial view of what looked like a fire on the horizon, this was a large plume of black smoke

I would guess that someone didn't read the installation direction correctly and improperly installed a circuit breaker at a substation. This breaker blows then as the power tries to take all available paths to ground the rest of the breakers trip in an escalating cascade.

No, but when you remove the level of reserves we were use to be required to carry, you get a power system that is very fragile.

When I submitted planning reports to WSCC (Now WECC) about two decades ago, each load control area and major pool was required to have a contingency plan for carrying load in case of the loss of the largest single generating unit. That requirement is still on the books, but the "largest single generating unit" use to be that of the utility with a control area. Now it is of the power pool (say in the PNW 12 control area utilities) and in California (say 4 or 5 control area utilities). So now when one utility gets into a really bad situation the neighboring utility is less likely to have any excess generation to help him make it through without a major outage.

I suspect that one of the intertie power station I listed in from the WSCC report was where the LADWP worker accidentally cut the line. My guess would be the DC intertie. Just a guess.

Press conference...

A line was mistakenly cut at a distribution station, attached to another line that wasn't expecting that much power, which then tripped control sequences all the way back to power generators. Power should be coming up by about 4pm everywhere, though some areas might have rolling blackouts as they balance the energy load.

KCAL - was at news conference on the power outage. Everythinh fixed, except bringing up some of the distribution stations. Estimate everyone will be OK in 2 hrs.

Big oil cut off power to the city of Los Angeles. Bush working in unison with the smog energy conglomerates, waited hours to turn the power back on. An investigation will be called for by nonpartisan Democrats working for the poor, to find out where the stolen electricity went. Power came back on at my workplace about 10 minutes ago. WE had back-up generators to run some things.

This incident does not feel good. Stay tuned.

I think this is normal when the grid goes down: power plants burn off excess or something like that. I know that it happened two or three years ago in NYC when the power went out: that big plant in Brooklyn reportedly had flames, but it was by design. I would imagine the same applies here.
