Former presidents, Bush and Clinton gave a news conference today. Towards the end, as Bush and Clinton were walking off the stage, at about 10:20 am EST, I heard a female reporter shout a last question that went "how do you respond to rumors that the levees were intentionally opened ?"
The myth is that it was a conspiracy to pollute South Central with drugs.
I'm not familiar with any military or intelligence officer being brought up on charges for aiding Contra drug smugglers...
What we have are drug smugglers from all over South Florida and the rest of the South stating in depositions that US government officials either looked the other way or in extreme cases facilitated drug smuggling to help the Contra's bankrolls.
All of that talk and the Govt's past history in Laos and with the Karins and whatnot is why I used the word: "probable"...maybe "likely" is a better word.

That's murky. The possibility of them knowing is there, but the truth of the matter is that we don't know if the transport of the weapons was sub-contracted to people who were not employees of the CIA, which would have been the means of bringing cocaine back after dropping off the weapons.
Also, there is no racial component, I assume, here. Just bringing coke powder into the USA. Not inventing crack and packaging it expressly for the inner cities.
That would be correct. From a purely racial point of view, saying that the CIA was purposefully flooding black neighborhoods is demonstrably false. But the growing influx of cocaine got to the inner-cities in the form of crack. The main ingredient of crack can be traced back to Mena. A lot of weight got there.

Rock did migrate west to east where it became crack but the evolution was strictly economics driven. A coke-head can stretch a hundred dollars over a weekend then go to work on Monday. A crackhead blows through that much in a short afternoon and his only job is finding more cash for tonight.

Another relevant detail that needs to be pointed out: the barge didn't "smash" through the levee - it was "pulled" through. Whoever witnessed it did not really understand the science of what they were seeing.
Even a huge barge does not possess the mass to smash through a wall of earth the size of a levee. There is one force, however that can - the slow, relentless pressure of water against a semi-permeable surface.
What happened was that because a great deal of the material used to construct the levees was the most easily available loose delta soil and miscellaneous debris, which will not compact and solidify well, as the water pressure increased water began to actually penetrate and seep through the levee walls. As this process accellerated, the seeping water began to, in a very real sense, actually flow through the levee walls. As it did the walls were gradually eroded from within.
What this meant was that an observer viewing the levee from above would be seeing what appeared to be a levee that was "holding", but it would really be washing away below, out of sight. This process would continue until enough material was eroded to allow the visible top of the levee to collapse and then observers could see the water pouring through. In reality, however, the water had been pouring through long before that.
That's what the observer of the barge saw - it didn't smash through, it was drawn by the invisible pull of the water directly to that point on the levee where the unseen flow caused the top of the levee to crumble and collapse.
There is an important lesson in this scenario that needs to be remembered whenever the immediate crisis is over and talk turns to the decision whether to rebuild New Orleans on the present site or relocate it. Because of the nature of the construction of the current levees, they probably would not have held for long even if they had been twice as high.
Some serious study needs to be given as to just what types of levee material and construction would be strong enough, and also whether even good, solidly-built levees would have the necessary sub-statum support to keep them from sagging and cracking as the already-observed area-wide compaction and sinking progresses. The dynamics of this collapse provide strong arguments for the case to relocate the city.

Although we can probably chaulk this up as unsubstantiated rumor, I do hope we have sufficient wherewithal within the intelligence community to evaluate and track the development of weather influencing systems that might be used in unannounced warfare.
I believe it was Cheney or Powell who remarked once about 5 years ago that the technology exists to used earthquakes, lightning, tornados and other atmospheric phenomenon as weaponry. If an international socialist group with ties to socialist nations had such weaponry, it would nicely play into the hands of an enemy of the US to continually whittle down our economics, create loss of respect for legitimate authority and erode American institutions without being held accountable. It would play nicely in the fog of war to then come in riding a white horse offering assistance immediately after the malise. (very similar in fact to Jesse Jackson and Hugo Chavez and Castro as they played the image of philanthropists meanwhile running bioweapons labs to kill Americans).
Of course, I didn't hear many chuckle when Jesse Jackson reported Hugo Chavez' offer to give 20 tons of bottled water as aid to Hurricane Katrina victims was turned down and Jackson blamed the Bush administration for such a heartless rejection of charity. (let's see, 20 tons of bottle water = 40,000lbs of water = 40,000/8.345 = 4742 gallons of water or just over half a tanker truck of water or a small water truck used to wet down roads, ... meanwhile at 1-5 gal / man/day x 50,000 refugees + another 50,000 emergency and aid workers, we need about 100,000 to 500,000 gal of water/day or Chavez offered 1% of the water need for 1 day and it was turned down and Jesse Jackson makes it sound as though the US is ungrateful.)

Am I ever glad. We are fine here. The traffic in such a small town as this is horrible. Listen at me bitchin' about traffic. I'm truly sorry for that comment. Most have lost everything they had and some lost their lives and I'm complaining about traffic.

We were very lucky.
When I was a little girl, my family lived in Lake Charles. When a hurricane was headed our way we used to pile in the car and go to our grandparents home. Well, I live in the same town as our grandparents now, it's the town I was born in. We were always safe up here.
I haven't been on any Katrina numbered threads, at least I don't think I have.
