I think that the Mayor has the most to answer for! They were the worst prepared city I've ever heard of. Don't they have any school buses to use for evacuation? Silly question! I see a strong mentality of "let the Federal Government take care of us". I say, FIRE the Mayor and the Governor (she came off like a mental basket case, some leader)!!

The governor. She has by far the most authority to take action out of everyone involved. She is in command of the national guard (among others), not Bush.
The state is suppose to be the first responder not the Fed.
The state totally failed to respond.
