Unfortunately, a lot of Americans don't understand it, either.

When the framework that told them what to do and when and provided the means to do it was no longer there they just crumbled it took many of them days to realise that they had to actually help themselves something they had never done before. You just SO nailed it. Now what is being done to combat this attitude in GB.

They would have only had to to have taken them less than 50 miles outside NO until the storm was over. I am sure that there was someplace they could have gone. It would have been better to have spent the money to evacuate these poor people even if the hurricane has turned further east and missed most of NO.

This Administration and the rest of the Republicans had better learn how to fight. The Administration may exhibit class, but the dems are playing an entirely different game and some of the mud thrown on the wall will stick. Much of this is not about the disaster, but rather about the '06 election. It may be in horrible taste to think about politics, but if we don't the dems will win in the next Congressional elections and prepare the way for Senator Clinton to be the next President. We simply cannot allow all of this "blame" to go against Bush. The MSM is working tirelessly to blame Bush for everything, even though their is more than ample evidence against Blanco, Nagin and Louisiana corruption, in general. And finally, there is little emphasis that many of the remaining 40,000 to 50, 000 NO residents don't want to leave - even now.

There are many ways to take what Chertoff was meaning in no one expected it to be that bad.
He could have been making oblique reference to the local authorities handling of it or the fact that many people did not think that the levies would break and therefore the extensive flooding which in NO is the main problem.
