Most idiotic, i've heard that now from others in the lefty blame rat group already, I suppose we should keep our troops home indefinitly on hold waiting for some disaster to hit.. wait, that already happened on 9/11 and we responded.

This is why Giuliani should be in charge of NO; he'd be out in resue boats or something. And considering how well everyone behaved themselves in NYC on 9/11 and during the blackout, I'm sure that the NYPD could have handled the situation without the National Guard.

Don't forget the blackout they had in NY

The folks didn't riot then either

He may have figured out it is going to be him or Blanko on the chopping block and he wants to be sure it is Blanko.

He did have one good point. A moratorium on press conferences until all of the promised material and people were on the ground in New Orleans. Then they could come in and pose and spin. (He didn't say it quite like that...but I agree. I detest Governeur Blanko's press conferences. It is not good to watch a psychotic in action, even as it is a bit difficult to listen to a neurotic go on and on during a radio interview like this one.

No they didn't. Instead of rioting and looting, they helped one another. Remember at first some citizens were going thru debris trying to find survivors?

I listened to the whole thing.

He made a lot of sense to me. He wasn't nuts at all, maybe impassioned about getting things done to address the problem.

I googled the Insurrection Act yesterday, and it is clear that until the Governor or State Legislature asks the President to take over, he cannot order the armed forces (NG is under states rule) to "enforce the law" in NO.

There is one possible exception, but by doing so, the President would have to declare the state government "unable or unwilling to protect its citizens."

Great link describes lots of conditions and who should act.

"Quelling Civil Disturbances: The Insurrection Act (10 U.S.C. § 331 et seq.)

1) civil disturbances in a State (upon the Governor's request),

(2) rebellions that make it difficult to enforce Federal law, or

(3) any insurrection that impedes a State's ability to protect citizens' constitutional rights and that State is unable to unwilling to protect these rights.

Before committing U.S. troops, the President must issue a proclamation for rebellious citizens to disperse, cease, and desist.

Some government attorneys believe that the Insurrection Act is subject to a very liberal interpretation. "

A small part of that post of jeffers, for those who don't want to hit the link (but there's much more worth reading there):

This is a huge disaster, and it is important for America to learn how to think big. If you aren't capable of walking past ten dying people to save 100 dying people, then at the very least, stay out of the way of those who can.

You know what the price is, if you don't.

When you start thinking big, you start understanding that one person doesn't count anymore. Not the mayor, not the governor, not even President Bush. Bush will not fix this, the New Orleans police will not fix this, and the National Guard will not fix this.

They aren't big enough.

Three hundred million American people are going to fix this, or else it isn't going to get fixed.

So for all the sidewalk superintendents, all the finger pointers, all those who would grab political power over this, I have one very simple question.

Do you stand with us, or are you going to just stand in the way?

What a difference between the ineffective Nagin and Rudy & Pataki after 9/11.

9/11 caught almost everyone by total surprise. However, New Orleans should have been prepared for the possibility of a Katrian and now they had days of advance warning.

I contrast this with Rudy directly after 9/11. Rudy only had a short time for interviews and when he was done, I wanted to hear more.

After listening to Nagin, I want my 13 minutes 11 seconds back.

Why didn't he have schools buses prowling the neighborhoods evacuating people with no cars?

I'll tell you why: Because between his and the governor's incompetence, they put off making a mandatory evacuation untillthe President called and told them to. By that time they knew it was too late for everyone to evacuate, so while they told people to leave, only those who could get out without assistance would get on the roads. If they had done what you suggest, the roads would have been even more clogged than they were, and all the people they had picked up and put on buses would have been stranded on highways when the storm came in.

They know their city is full of people (mostly black people) who did not have the means to leave on their own. They rolled the dice and they lost big time.

And here I thought it was conservative republicans who didn't care about poor African Americans.

This guy sounds like some of the folks outside the convention center. "God is watching, and if they aren't doing everything they can (Bush, et.al.) they're going to pay".
