28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

30 states have volunteered their NG. Police coming from as far away as Michigan. Search and rescue teams there from California and Florida. Texas taking in refugees...plus there are many more instances of other states helping.

The Guard is speaking through a spokesman, Lt. Col. Pete Schneider. He's mentioned 880 times in Google News articles since August 29. The LA National Guard is busy doing, not speaking, as they should be.

It's nice to at least see them offer but I'd prefer to see us do it ourselves.

I've been watching CNN. Their reporter in New Orleans is trapped on the roof of a police station, told not to leave, surrounded by police snipers watching the surrounding area. At that station, 20% have walked off. He's reporting up to 60% are believed to have walked off the job at other stations. Normally, I'd be skeptical but after the stories of police looting at Walmart (on camera), I guess I believe it.

They're talking about dead bodies at the stadium. Old lady in a wheelchair just shoved off in a corner. Someone laying dead near the entrance. The virtual certainty that people now alive there will expire from lack of emergency supplies in the next day or so.

It's simply appalling. Something is very wrong when we can't secure any American city and at least get water in and get these homeless people, many of them children or elderly, out of there.

I am not sure that the refusal is true. Rice has commented that no offer for assistance will be refused. We might have said right now is not the best time.

The lady on MSNBC complains that they haven't had food or water or ice (ice!) for three days...except for the Salvation Army. She then tells Haley Barbour and George Bush to get out the White House and help them. Oh boy. Three days of nothing but the generousity of the Salvation Army. Note to self: Be thankful to people who help me out if I'm ever in a disaster and try to help others instead of whining that I don't have any ice or food except from the Salvation Army.

I understand your reasoning here, but in a national emergency the Federal government can override state authority. If the President were to declare a state of insurrection, then he could send in federal troops without violating the law. This is an extraordinary situation, one in which the federal government has a duty to do precisely what governments are established to do, protect and defend. This is not some fascist or third-world scenario, it's a basic element of the social contract.

This whole thing was unrealistic. Why wasn't the Superdome being stocked, at least with water, from the very first moments? I heard on the first day that the NG had brought MRE's with them when they arrived at the shelter, but the city and state had clearly not laid in any other stock.

I think the SD was a last-minute choice when they realized that the storm was actually going to hit. No preparation, no stocks, no plans.

Re:1262 That poor little boy. If he's being evacuated, it would be to somewhere where there would be food and water. It's not like the dog would be getting food a person would not. That just makes me sooo mad. It was probably all he had left.
