According to the article I read on the nomination, FDR did it to get back at the Senate for rejecting the court-packing plan. Black was not popular at all with Southern Senators; in fact, they hated the pick. Even papers that supported the President and the New Deal excoriated the pick because Black had no real judicial experience and he was known to be extremely partisan. FDR wanted an activist on the Court; he knew Black would be such an activist; he also knew that the Southern Senators would never vote against a fellow Senator from the Deep South (Alabama).
Partly because of this strategery, I think that if the President can't get a Conservative approved as a replacement for Stevens or Ginsberg due to a filibuster then he should nominate Jeff Sessions. That would effectively nuke the Senate by forcing the 'Rat Senators to choose between alienating their base or causing a complete meltdown of comity and cooperation.

Actually, Associate Justice Ann Coulter sounds better... It's not going to happen, but if it did it would be fun to watch the reactions of the 'rats and RINOs. It would probably cause several heart attacks, strokes and/or seizures.
