Nevada lawmakers move to protect immigrants

CARSON CITY, Nev. (AP) - Immigrants won a handful of protections from the 2005 Nevada Legislature, including measures that preserve their access to college scholarships, aim to improve their health and target human traffickers.

Advocates point to the battle over cutting back the cash-strapped Millennium Scholarship program as the most visible win for immigrants.

Republicans in the Senate had backed a plan that would have prohibited students without Social Security numbers from receiving the $10,000 college tuition awards. Late-night, hot-tempered negotiations blew up when Sen. Bob Beers, R-Las Vegas, asked Democrats if they wanted the money to go to "illegal aliens."

Although the issue - along with new grade point average requirements and semester credit limits - forced lawmakers into a special session, the compromise deal removed the Social Security provision and was approved unanimously in the Senate and by a large majority in the Assembly.

"These are children who've gone through the public school system and their parents are paying taxes," said Jan Gilbert of the Progressive Leadership Alliance of Nevada. "We believe they deserve (the scholarship) like other students."

A bill that tries to reduce harassment and discrimination in schools ranks high on American Civil Liberties Union lobbyist Laura Mijanovich's list of victories for immigrants. Mijanovich said immigrant children, particularly Muslim girls who wear headscarves, are often bullied, and school employees don't always deal with the complaints.

AB202 requires schools to have a uniform system of reporting harassment or bullying, and mandates staff training.

"They need to understand there's a lot of bias and stereotypes that need to be broken, and I believe this bill will help them deal with it in a more positive way," she said.

Attorney General Brian Sandoval introduced two bills aimed at protecting recent arrivals to the state, including SB456, which cracks down on human trafficking, slavery and forced labor.

Migrant workers in the construction and agricultural industries, and young men and women caught in the sex trade are the most common victims in Nevada, Chief Deputy Attorney General Gerald Gardner said.

The bill rewrites a Nevada law on involuntary servitude to include enslaving someone by confiscating their passport or threatening them with deportation.

"It gives us a far stronger tool to prosecute those trafficking in human slavery by allowing us to get them for physical and nonphysical threats," Gardner said. "It also helps us target the middle men, those who do the recruiting and harboring of trafficking victims."

Sandoval's other effort, which would have regulated businesses that advertise translation services but often dispense specious legal advice on naturalization, died in an Assembly committee.

AB490 ran into opposition from legal experts who argued the businesses were illegally practicing law and should be shut down, not regulated.

Assemblyman Mo Denis, D-Las Vegas was more successful with his proposal to bar notaries public from advertising with the Spanish translation "notario publico" - a common term for "lawyer" in some countries.

Lawmakers also created and funded an Office of Minority Health to coordinate programs to try to improve minorities' access to affordable health care.

Advocates were less successful in pushing a bill that would have required construction companies that have contracts with the state to recruit more minorities and women. Faced with industry opposition, the bill was rewritten as a resolution encouraging women and minorities to take advantage of opportunities in the field.

My apologies. What tweaking would make Tancredo's effective compared to Cornyn's or Bush's or McCain's.

It really doesn't make any difference because all of the bills will be introduced, sent to committee, changes made, submitted to House and Senate and finally the conference committee will write the guest worker bill that will pass.

While we're at it. Why do you keep pushing Op Gatekeeper like you do? It was a Clinton enacted program. Its been criticized by many, including border agents, that claimed it was designed to fail while dulling the anti-illegal feeling cause by the striking down of prop 187. It was so poorly done apparently (5-30% catch rate?) that it managed to make it EASIER for border jumpers that usually get caught at 66-75% by our current border patrol. Too many strikes against it for me to take it seriously.

The misunderstanding comes from the anti-illegals who continuously repeat the lie the "illegals don't pay taxes".

The lie is your statement.

The fact is illegals don't pay taxes, or at least their evasion is grossly disproportionate to their representation in the "Taxpayer" population. IOW, if, for example, illegals represent 3% of the U.S population, they are responsible for 30% of tax fraud. (Those are illustrative numbers, I do not know the actual percentages--but then who does?).

You portray those against illegal immigration as "anti-illegal", but wouldn't "Pro-Law" be more accurate?

And what is going to make these "guest workers" return to their home countries after their participation in the guest worker program has expired? Absolutely nothing! You might as well replace the word "guest" with the word "permanent" because that's what they'll become, permanent workers. Then after they've been here long enough, they'll be in line for the next amnesty, and then American citizenship. And then the next group of "guest workers" will arrive in the U.S. and the whole process starts all over again.

No I'm not. I simply oppose those who are anti-bush, anti-Republican and are using the immigration issue to enrich themselves and sabotage the Republicans. I correct the myths, distortions, half-truths and disinformation the antis spread.

Do you ever stop to think about the truthfulness of your statements? It's a slippery slope.

Yes--34 years of experience--14 first-hand inside the IRS, 20 since leaving. My current and past clients included construction companies and landscapers who had to compete with other companies hiring illegals, and competing against the illegals themselves. The illegals started out working as W-2 employees under bogus SSN's, but in recent years have progressed to the Independent Contractor scam.

With all the preferences accorded to illegals because of the fear of being branded "racist", it is very easy for an illegal to start a business (most don't even bother filing incorporation papers at all--just give the general contractor their "Business" name and a bogus EIN)

Well of course, you would "take it" that way. Let me put it in the vernacular of our esteemed liberal media: I am a direct "unnamed source"--you may call me "Deep Taxes".

I don't have to cite a third-party source--I witnessed the non-payment of taxes directly. And not just a "few". In 14 years inside the IRS I personally reviewed, prepared or processed over a million tax returns. My first-hand observations cannot be classified as "anecdotal".

If Bushs plan would mean workers come in and work for 3-6 years and then return home most of your hated "antis" would support it. But we all know that there would be a whole lot of rotating in and very little rotating out.

Your reply in your post #167 didn't even come close to answering my question in my post #166. The question: What is going to make the guest workers return to their home countries after their allotted time in a guest worker program is completed? The answer: NOTHING. They will stay here and be in position for the next amnesty and then eventually they will be given American citizenship. A guest worker program is simply a delayed amnesty program.

That's just part of his modus operandi. If he gets pinned down on a matter, or is asked a question that's uncomfortable for him to answer, he'll just sidestep it completely. Kind of like what we see our politicians do all the time.
