What difference does it make? After the law is passed you will worship it and if you complain I wiil shout "It's the LAW, It's the LAW. What don't you understand about the LAW?"
Your reply in your post #167 didn't even come close to answering my question in my post #166. The question: What is going to make the guest workers return to their home countries after their allotted time in a guest worker program is completed? The answer: NOTHING. They will stay here and be in position for the next amnesty and then eventually they will be given American citizenship. A guest worker program is simply a delayed amnesty program.
