I know that Z has been encouraged to expand into Europe. I'm hard pressed to see how he can manage such a tricky operation while at the same time he is taking it hard in Iraq? I think the Morocco link has stronger possibilities.
These buggers were out front last year. However, they are silent in claiming this attack. Their claims and threats were considered generally illegitimate. Jihadi groups all over are still quiet. Hmmmmmmm
Zarqawi has a lot of support in Europe that he created before the Iraq situation, through the al Tawhid group. He started that group in Afghanistan (largely seperate from al Qaida - though he likely met UBL several times). When they were investigating Atta's connections in Hamburg, authorities began to uncover the al Tawhid group... and have since come to believe that it fairly well established throughout several European countries (namely UK and Germany). Overall, there isn't a ton of info on this group, but it seems as if has acted as a funnel to get Europeans to go to Iraq for jihad.
I posted that mostly to jog who they were, since they made the claim on may 30 that their sleepers should attack their targets.

ABU ZARQAWI knows no limits and many continents. Investigating the Hamburg cell after September 11, German authorities came across another terrorist group called al-Tawhid (unity), made up mainly of Palestinian militants trained in Zarqawi's Afghan camps. Tawhid operatives told investigators they got their start in Europe selling stolen and forged documents to militants traveling between the Middle East and Western Europe.
With the outbreak of war in Iraq, Tawhid converted its alien-smuggling and document-forgery ring into a two-way underground railroad between Western Europe and the Middle East. According to European press reports, networks in Spain, Italy, and Germany send recruits into Iraq via Syria. U.S. military officials in Iraq now blame the most heinous terrorist attacks on "the Zarqawi network." But Zarqawi's alien-smuggling system also dispatches Middle Eastern jihadis into Europe via Spain, Turkey, Italy, and Greece. In November 2003,
Italian wiretaps recorded two Tawhid operatives speaking of "the jihad part" and its "battalion of 25-26 units" of suicide bombers.
If Zarqawi's underground railroad demonstrates the terrorist uses of illegal immigration, the investigation into the Madrid bombings reveals new connections to Zarqawi every week. Zarqawi's lieutenant, a 36-year-old Moroccan named Amer el Azizi, planned the Madrid terror and is the living link between al Qaeda, the Zarqawi network, and the Moroccan immigrant cell that set the Madrid bombs. Azizi also organized and presided over the 2001 meeting in Spain where Mohammed Atta and al Qaeda leaders put the finishing touches on the September 11 plan.
Azizi fled Spain in November 2001 as Spanish authorities dismantled the al Qaeda logistics cell. He jetted to Afghanistan via Iran, where Zarqawi's cross-border networks helped him elude the coalition. While falling in with Zarqawi, Azizi kept an eye on Spain and his Moroccan colleagues, who managed to set off bombs in Casablanca in May 2003. Shortly before the Madrid 3/11 train bombings, Azizi left Iran via Turkey and slipped into Spain to witness the carnage firsthand. He is still at large.
PROBABLY THE MURKIEST and most intriguing feature of this man of many mysteries is the question of Zarqawi's relations with Osama bin Laden. Though he met with bin Laden in Afghanistan several times, the Jordanian never joined al Qaeda. Militants have explained that Tawhid was "especially for Jordanians who did not want to join al Qaeda." A confessed Tawhid member even told his interrogators that Zarqawi was "against al Qaeda." Shortly after 9/11, a fleeing Ramzi bin al-Shibh, one of the main plotters of the attacks, appealed to Tawhid operatives for a forged visa. He could not come up with ready cash. Told that he did not belong to Tawhid, he was sent packing and eventually into the arms of the Americans.
Zarqawi and bin Laden also disagree over strategy. Zarqawi allegedly constructed his Tawhid network primarily to target Jews and Jordan. This choice reflected both Zarqawi's Palestinian heritage and his dissent from bin Laden's strategy of focusing on the "far enemy"--the United States. In an audiotape released after the recent foiled gas attack in Amman, an individual claiming to be Zarqawi argued that the Jordanian Intelligence Services building was indeed the target, although no chemical attack was planned. Rather, he stated menacingly, "God knows, if we did possess [a chemical bomb], we wouldn't hesitate one second to use it to hit Israeli cities such as Eilat and Tel Aviv."
The Tawhid cell uncovered in Hamburg after 9/11 scouted Jewish targets, including businesses and synagogues. Zarqawi's operatives have been implicated in an attack on a Mombassa hotel frequented by Israeli tourists and an attempt to shoot down an Israeli jetliner. He is also suspected to have played a role in the Casablanca bombings of a Jewish community center and a Spanish social club. In February 2002, a Jordanian court sentenced him in absentia to 15 years' hard labor for his involvement in a failed plot to kill American and Israeli tourists at the turn of the millennium, a scheme coordinated with Abu Zubaydah, a top lieutenant of bin Laden. And another Jordanian court sentenced him, again in absentia, to death for the assassination of U.S. diplomat Laurence Foley. Zarqawi is also the prime suspect in the August 2003 truck bombing of the Jordanian embassy in Baghdad.

But it seems to me that it's got to be bigger than 911 or at least far more widespread. Comments on this (no pun intended) train of thought?
They were successful in grabbing international attention. The attack was puny compared to Madrid (4 bomb vs 10). Bombs were only about 10lbs of explosive each packed in a Palestinian manner with nails. If this was a pure AQ attack, it would appear that their resources were very limited. I strongly suspect that this attack was linked to the group that executed Madrid Moroccan based jihadists. Probably there was a push from Al-Z in Iraq to do these attacks as a moral booster as his organization in Iraq is taking it in the shorts.
As I've said before, I expect a switch to these kind of attacks instead of the more spectacular because those spectacular attacks are harder to pull off. Public transit and shopping/market centers are very soft targets commonly used by Palestinian terrorists in Israel. It was spectacular enough due to the timing, but not big enough to damage the British economy or resolve. In fact I think it increased the resolve and there may be a crackdown on the militant imans in England.
Good article. AQ attack pattern is suggesting a shift to what has worked. But I disagree with the following:
If you figured out that if you just move out of New York and move to Montana or to Pittsburgh, youre not immune. Were going get you wherever we can and its easier there than in New York.
As a Montanan, Muslims stick out like a sore thumb and we do not have the types of mass transit large cities have. In large cities, the ethnicity is very mixed and permit the terrorists to blend in better. And in Montana, there is still the 'posse' attitude that would kick in an hunt the dogs down if they were still alive in the state.
Wasn't zarqawi asked to hit outside Iraq awhile back?

Makes sense, but I think Z was not personally directing the attack. He's up to his eyeballs in a high intensity war in Iraq and getting shot at and up. Probably an equivalent leader in Europe.

About the release and re-arrest of Al Maqdisi

Amman, 7 July (AKI) - The re-arrest by the Jordanian authorities of the Jihadi ideologue, Sheikh Abu Muhammad al-Maqdisi - just a few days after he was released - is because of a telephone call he made to his close friend, Jordanian militant Abu Musab al-Zarqawi, an Arabic daily reports. London-based Al-Sharq Al-Awsat on Thursday cited Salafite Jihadist sources in Jordan who said: "It appears that as soon as al-Maqdisi got home he spoke with al-Zarqawi himself or his closest aide by phone."

Jul. 6, 2005 - Jordanian police arrested the spiritual mentor of the leader of the al-Qaida in Iraq militant group on Tuesday as he was being interviewed on Al-Jazeera television, his first public appearance since his release last week, the Arab satellite channel said.
Isam al-Barqawi, also known as Sheik Abu-Mohammed al-Maqdisi, had just been freed from prison on Tuesday. Al-Jazeera said he was detained during the interview with its correspondent in Jordan, but gave no details.
Jordanian officials could not be immediately reached for comment.
Al-Barqawi is said to have taught Jordanian militant Abu Musab al-Zarqawi in radical Islamic ideology while they shared a cell-block for four years between 1995 and 1999. Both were freed in an amnesty, and Al-Zarqawi later went to Afghanistan, then to Iraq, where his followers have waged a campaign of car bombings, attacks and kidnappings.

Premier Silvio Berlusconi said Italy would begin withdrawing 300 troops from its 3,000-strong Iraq contingent in September. He denied that the withdrawal was linked to any terrorist threats against Italy, but said he wasn't underestimating the danger.
Interior Minister Giuseppe Pisanu convened top security and law enforcement officers for a second day of talks and "particular attention" was paid to the possible threat to Italy and preventive measures that had to be taken, the ministry said.
British installations in Italy were the top priorities. But some 13,246 sites around the country including U.S. and NATO bases, telecommunications centers, public utilities and the Turin 2006 Winter Olympics site were also under special surveillance and had been since the beginning of the year, the ministry said.
"Concerns never end," Luciano Barra, deputy CEO of the Turin Olympics organizing committee, said in a phone interview from Singapore. "We have good relations with the Interior Ministry and when we return to Italy we will see what can be done."
