Don't you mean "spankee"? The spanker is the one giving the spanking. The spankee is receiving the spanking. If you really do mean spanker, that makes no sense whatsoever Do you spank the kids when they behave?
No punishement for the DEMs if they vote. They decide to vote or not. If they vote, they don't get spanked. If they don't vote, they do get spanked. The choice is in THEIR hands.
