Voluntary is the whole ball game. You can be sure everyone from the MSM/Old Media to the AAAAAARP ahollls will spin that world for all they are worth. It legitimizes the plan! the rats don't want that and they will spin it like a top until you don't ever hear the word again or don't recognize the meaning. Rat/spin, I hate it.
