Newt Gingrich is on Hannity and he is saying that Greer CANNOT ignore a Congressional subpoena and can be held in contempt.

I heard it just a little bit differently. Newt said that this particular subpoena has a SHALL provision in it. He stressed that it was the SHALL provision that makes Greer in contempt. I have no idea what that means. Can anyone clarify what a SHALL provision is, and what its implications are in this matter?

Shall means you have no choice. Its a legal term.

Excellent news! No lawyer by any means, but 'shall' is a very clear statement, I would say.
