Shall means you have no choice. Its a legal term.
Thanks. I think I'm getting the picture now. Sennsabrenner is on now saying that the "shall" issue is about the bill that the house and senate were working on yesterday. Apparently at the last minute the house removed the word "shall" from the bill and substituted the word "may", which is what's allowed Greer to ignore it. Santorum's going to be up in the next hour, and Sennsabrenner's agreed to stay over for further discussion with him. Hopefully they'll clarify this so a layperson like me can understand.
