MADISON, Wis. Hunter Mark Smith welcomes wild birds onto his property, but if he sees a cat, he thinks the "invasive" animal should be considered fair game.
The 48-year-old firefighter from La Crosse has proposed that hunters in Wisconsin make free-roaming domestic cats an "unprotected species" that could be shot at will by anyone with a small-game license.
Hunters will vote on the proposal on April 11th during hearings for the Wisconsin Conservation Congress across the state.
Smith's proposal has horrified cat lovers, but some see it as a way of stopping cats from killing wild birds.
Department of Natural Resources attorney Tim Andryk says the vote would simply be an advisory recommendation to state lawmakers.
He says that to have open season on roaming cats, laws that relate to abuse of domestic animals may have to be amended.
My response - if this passes, let's just ban all hunting. One extreme measure merits an equally extreme response.
My dilemma this week was that I caught a young feral kitty in my raccoon trap. I know what damage it is going to wreck on birds and nests and others this spring but didn't have the heart to "off" it
Ok. Let's don't do it this way. Why don't cat owners simply control their domesticated pets like every other one? Why must they roam uncontrolled in cities unlike dogs or snakes or any other pet with natural predatory instincts?

After a cat was caught, he'd come out and pick up the heavy, steel trap and drop it into a large garbage can filled with water. 20 minutes later or so he'd retrieve the drowned animal, drop it into a trash bag and toss it into the dumpster.
Very few cats roaming around that neighborhood.
As long as we add free roaming DOGS to the list of varmits, I'd vote for it!!!

Feral Cats are another matter and I understand your dilemma.

Dogs generally are able to kill people. Most cats are not, though there are exceptions. And there is case law allowing cats to roam, so there is legal precedent going back a few hundred years.
That said, to respond to an earlier post, how would you like to have your fingers cut off at the first joint? That's what it's like for a cat to lose their claws. There are things like SoftPaws that one can install on cats that will let them maintain their claws while rendering them less useful as weapons. Do you also think that all dogs should have their big canine teeth removed, have permanent muzzles installed, and all their claws removed? It's the same thing.
Yeah, it was pretty cruel. Guess that's why I've never forgotten about it.
