This Travel Warning is being issued to update security information on Kyrgyzstan and to note that the Department of State urges U.S. citizens to consider carefully the risks of travel to the country. This Travel Warning supersedes the Public Announcement issued on October 22, 2004.
Political demonstrations in March, throughout the country, have led to clashes between pro-government and opposition forces. Press reporting indicates that some members of the Kyrgyz Government have resigned. There have also been some reports of stores being looted in Bishkek in conjunction with the demonstrations.
On March 20, 21 and 22, political demonstrations in southern Kyrgyzstan led to clashes between government and opposition forces. The continued instability in the cities of Jalalabad and OSH HAS significantly added to concerns about the security situation for Americans residing and visiting there. The U.S. Peace Corps is exploring the possibility of removing its Peace Corps Volunteers from Jalalabad and Osh Oblasts as a safety precaution.
The Department of State is advising U.S. citizens to defer travel to Kyrgyzstan because of the current instability in that country.
U.S. citizens are urged to consider their safety and security before traveling to Kyrgyzstan. In addition to the ongoing political instability, the U.S. government is also aware of increased extremist activity in Central Asia. Extremist groups such as the Islamic Movement of Uzbekistan (IMU), a terrorist organization with links to al-Qaida, may be planning terrorist acts targeting U.S. Government facilities, Americans or American interests in Kyrgyzstan. New tactics, including the use of suicide bombers, have been employed by terrorists in neighboring Uzbekistan. As a result, the U.S. Embassy in Bishkek continues to maintain a heightened security posture.
U.S. Embassy personnel continue to observe heightened security precautions at work and in places where westerners congregate, as well as public places, such as markets and bazaars.
Travel by U.S. Government personnel to areas of Kyrgyzstan south and west of Osh is currently restricted. This is due to the history of IMU activity in the area and the presence of land mines in the Batken Oblast region and along the Kyrgyz-Uzbek border. The U.S. Embassy strongly recommends against travel to these areas.

TEXAS CITY, Texas (AP) - All but one of the 1,800 or so oil refinery workers have been accounted for after overnight search efforts following the thunderous blast that killed 14 and injured more than 100, officials said Thursday....
BP refinery records indicate the one unaccounted-for worker checked out and left the refinery, but no one has heard from him, Parus said. Those who died were all contractors for Los Angeles-based field services company J.E. Merritt, he said....
This one is from last July:
HOUSTON (Reuters) - Law enforcement officials said on Monday they are looking for a man seen taking pictures of two refineries in Texas City, Texas....
The man, described as white with dark hair, was seen taking pictures outside the refineries, all located on the same highway, at about 5 p.m. CDT on Saturday, said Bruce Clawson, emergency management and homeland security director for Texas City....
"This is based on the idea that al Qaeda does its homework," Clawson said. "That's not to say we don't have enough home-grown idiots already who might want to do something."

While FBI, Department of Homeland Security, U.S. Customs, the U.S. Coast Guard, state police and local law enforcement sources are publicly downplaying terrorism fears in the shooting of a guard at a BASF Corp. ammonia terminal in Freeport, Texas, some of those same sources are telling Joseph Farah's G2 Bulletin, off the record, they strongly suspect the guard stumbled into a terrorism reconnaissance operation....
Robbie House, the guard, questioned the driver of the truck about why he was in the vicinity of a large, multi-story ammonia tank. He told police the truck driver explained that he was taking pictures of it. When the guard turned to radio for help, the driver pulled out a handgun and shot House in the shoulder....
Of course, this explosion was most likely just an accident, but the vulnerability of the refineries has long been noted.

A driver's license isn't required on the reservation. Many of the "native americans" venture off the reservation without a driver's license, insurance or valid car registration. It's a chronic problem.
There is a rather unpleasant cultural behavior in our local tribes. They are given to spitting on the police officers when taken into custody. The local officers affix a "spit hood" on detainees to avoid the nasty behavior.

ARTICLE SNIPPET: "GREENSBORO -- Five of those arrested on immigration charges at TIMCO two weeks ago had high-level repair licenses from the Federal Aviation Administration, which is investigating how they qualified for licensing tests, the agency said Wednesday.
FAA administrators are looking into documents used by the five in seeking the right to test for Airframe and Powerplant certification, FAA spokeswoman Kathleen Bergen said. The A&P license allows mechanics to work on the more complex parts of a plane.
"To our knowledge, they all passed the written, oral and practical tests," said Bergen, who works at the FAA's Atlanta regional office.
It's permissible for foreigners to test for an A&P license as long as they provide valid proof of training and experience, which can come from their home country and is then verified by the U.S. State Department, Bergen said."

Hi Cindy. Good morning folks.
Today is Good Friday. The day we honor the fact that Jesus was beaten, tortured, and crucified. Today is the day that Jesus died on the cross in our place. For me, today is the Holiest of days.
Our enemies would love to hit us during this time. We need to stay EXTRA vigilant this weekend folks.
There has been a lot of activity in Texas. Methinks that oil refinery explosion that killed 15 was NO ACCIDENT. Of course the LEOs will never admit it because that would mean admitting they'd been beaten, again.
Also, more reports of water-borne activity so we need to watch our ports and other water ways.
Most of all, BE READY and STAY CALM. Have a plan and supplies and follow them. Make sure plans are flexible.
I'll be praying for a safe and peaceful Easter Weekend.

With respect, AD on this point alone, I have to disagree. Follow my reasoning here: First of all the next terror strike against the homeland IMHO is going to have to be more spectacular and bloodier than 911. It's going to have to be of national import rather than local or regional. As tragic as it is, 15 factory deaths don't meet this criteria. Second, I think this accident was exploited by a terror group. Did you read the details of the Jihadi announcement? It said it was a branch of AQ operating inside America. They want to instill a sense of premonition for the BIG ONE, upcoming.
Why do I think this was an accident? Thanks to the RATS and enviromental whackos we have not built a new refinery in this country since 1976! It's an old plant. Things are bound to go wrong. Even if it was a terror strike, don't you think it strange that these very expert bomb makers only managed to take out 15? Not by any means to trivialize those deaths. But still.
All in all, however, I fully agree with you. Something is coming and it might be very soon. We have to stay on full alert at the level of YELLOW which means to be simply aware. Don't go to Orange until something immediate and specific occurs. Orange is tiring. It's almost EASTER, folks! Keep your eyes upon the Heavens, HE is watching out for us!

DUBAI - A shadowy Islamist group which claimed it carried out last weeks suicide bombing in Qatar said in an internet statement it was responsible for an oil refinery explosion in Texas that left 15 people dead.

AlQaeda al-Jihad in the United States Claims Responsibility For Texas Refinery Bombing

In a message posted on the Internet, a group calling itself Qaedat al-Jihad in the United States claims responsibility for the Texas Refinery bombing and states that This operation took place in spite of the tight security, which is unprecedented in Americas history.
The communiqué, which has not been corroborated by any other source, also states that the attack was a follow up to a promise made by Abi Hamza the American who had declared that He will turn your streets red, covered with blood. It seems that the communiqué refers to Abu (abi) Azzam the American, a purported al-Qaeda member who in a videotape broadcasted on October 26, 2004 had threaten to carry out attacks in the United States.
The communiqué also promises that This announcement will be followed by a detailed and illustrated announcement of this blessed operation in Texas main refinery.
