SACRAMENTO - While conservationist Robert F. Kennedy Jr. used a legislative hearing Wednesday to label the Bush administration the worst in U.S. history on environmental issues, he also praised the record of his cousin's husband, Gov. Arnold Schwarzenegger.
Accusing the White House of rolling back more than 400 regulations and policies that he believes has damaged the environment, Kennedy praised California lawmakers for stepping into the void and holding the line on pollution controls.
A nationally recognized environmental attorney and president of the Waterkeeper Alliance, Kennedy extended his approval of California's environmental record to Schwarzenegger, whose wife, Maria Shriver, is one of Kennedy's cousins.
"He's done a lot of good stuff," said Kennedy after the hearing. "He's done more generally on the environmental than any of the other governors of the 50 states and certainly more than any administration in California for a long time."
Kennedy, asked to testify because of his expertise on how federal policies affect states, warned lawmakers that the Bush administration had "turned over control" of many of the nation's regulatory agencies to "the country's worst polluters."
He noted that the second-in-command of the Environmental Protection Agency is a former lobbyist for Monsanto Chemical; the head of the Forest Service is a timber industry lobbyist; and the head of Bureau of Land Management is a former mining industry lobbyist.
"This is a government that claims to represents values," Kennedy said. "But every value they represent is a hollow facade to mask the only value they consider worth fighting for, corporate profits."
He was especially critical of an air quality measure from the Bush administration that he claimed would allow power plants to skirt regulations aimed at reducing emissions of heavy metals including mercury.
The White House has argued that his "Clear Skies" proposal will reduce smokestack pollution by 70 percent. Bush wants Congress to allow industries to trade pollution rights among themselves, within overall caps set by the government.
Kennedy, a son of slain New York Sen. and former U.S. Attorney General Robert F. Kennedy and nephew of Shriver's mother, has served as chief attorney for the Waterkeeper Alliance, an international group dedicated to protecting waterways. He briefly considered running for the U.S. Senate seat eventually won by Hillary Rodham Clinton in 2000 and withdrew earlier this year from a run for New York attorney general.
Kennedy said he talks to Schwarzenegger from time to time, most recently last week. He said he wished Schwarzenegger, a Republican, would do more to use his influence with the Bush administration, but understands the politics involved.
"I would like to see him doing more to influence this White House, but I also understand," said Kennedy. "He's got priorities. A Republican governor does not want to pick a fight with a Republican president over every difference of opinion."
California lawmakers have adopted a number of environmental controls that conflict with federal rules including tough new auto emission standards, a measure that would allow hybrid cars into car pool lanes and controls on logging on public lands.

Then beginning in January of 2001, Kennedy and company began the mantra that Bush was destroying the US environment. They've been at it ever since, though there are no FACTS to support the contention that President Bush's record on the enviroment is anything but excellent.
Somehow, I remember there being lots and lots of nasty air and water pollution back when LBJ was president. Then, when Nixon came on board, it was all cleaned up and has been getting better and better since.

Translation: Robert F. Kennedy Jr is so far left that even New York Democratic Leadership considered him to be unelectable.
