'Droopy drawers' bill seeks end to overexposure of underwear By Christina Bellantoni -- Virginia lawmakers to the state's youth: Pull up your pants or pay the price. Delegate Algie T. Howell Jr. doesn't want to see underwear hanging out of the back of your pants, and most lawmakers yesterday agreed with him. The House voted 60-34 for his bill, which would impose a $50 fine on anyone whose boxers, briefs or thongs peek above their pants or skirts. "It's not an attack on baggy pants," said Mr. Howell, Norfolk Democrat. "To vote for this bill would be a vote for character, to uplift your community and to do something good not only for the state of Virginia, but for this entire country." It's not clear if the fine would apply to plumbers, carpenters or other laborers who have problems with low-riding pants. The bill states the fine would apply to those who display their below-the-waist underwear in a "lewd or indecent manner." Several lawmakers and civil rights groups said the legislation -- sometimes referred to as the "droopy drawers" bill -- is excessive and would encourage racial profiling, arguing that exposed underwear is simply a fashion statement by mostly black youths. Delegate Lionell Spruill Sr., Chesapeake Democrat, said the bill violates the Constitution. "This is a foolish bill because it will hurt so many," said Mr. Spruill, who is black. "This will be a bill that will target blacks." At one point, Mr. Spruill suggested that lawmakers who vote for the bill "should be ashamed" and said Mr. Howell has let his constituents down. Delegate John S. Reid, Henrico Republican, said Mr. Spruill had "crossed the line" of traditional debate decorum. "I got your attention, Mr. Reid. I'm glad I did," Mr. Spruill told Mr. Reid after apologizing.

My god, that is really sad. Wat on earth does anybody expect to achieve by this?? What a waste of taxpayers money if all the politicians can do is come up with a ban on boxers being seen above the waistline of baggy pants.

This is not a fashion statement. This is an intelectual statement. Just like 35 piercings or unnatural hair color is is a statement by the afflicted that he/she is clueless and wishes for everyone to know that fact.

what can be even more stupid? This piece of legislation and the morons behind it.

The skirts shown above are not actually see-through. They have a print of somebody's buns on them.

No but reasonable people can draw the line somewhere other than at the extremes. This is an idiotic infringement on peoples rights and I'm no kid.

Ours is a very strange society. It's ok to wear next to nothing on a beach or at a pool, but not ok to wear that same outfit shopping in a mall or on the street. However, it's not acceptable in our society to expose underwear in public, even though most underwear covers much more than beach wear. So, the lawmakers want no underwear showing above pants or skirts. Then, is the solution to keep the underwear behind the pants or skirt and just show skin. Then we run into the problem of public indecent exposure. Why can't we just all get along, and keep our underwear just that! Under wear.

Wasn't that the platform that Bill the Cat ran on in Opus recently? Didn't help him get reelected, though....

My kid thinks his hips ARE his waistband...but I have hope. His older brother who used to be even worse about droopy pants got to where he liked adult pants as he grew up...

Isn't the 'baggy pants' chi chi thing also called 'jailin''? In the pokey, the cops take away your belt, so your pants are loose. Those who wear baggy pants are imitating being under arrest.

The Lovely Wife and I lift weights daily at a beautiful YMCA just up the street. We're rather known in the weight room there.

Couple of days ago we're doing our workout, and I see this teenaged kid (yes, a white kid) whose sweats were pulled down below his hips. Yes, THAT far. He had on a white t shirt, but his boxers were clearly visible.

I walked over to him as he was talking to some sweet young thing...........leaned over, and spoke into his ear "Pull your pants up; there are ladies present."

He looked shocked, said "what?".........I repeated myself.

Trust me when I tell you that one look at me, he complied and quickly.

My wife simply said "Thank you" to me.
