The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Massive South Bay Power Outage Under Investigation
CBS5.com Staff

PG&E believes that a transmission line may be to blame for a massive power outage Thursday.

The outage hit 60,000 people in San Jose and Milpitas about 3:45pm, causing a number of problems, including trapping patients in wheelchairs on the upper floor of a medical building. All power was restored by about 6:45pm.

The cause of the outage was still under investigation Friday, but PG&E thinks that a problem with a transmission line may be to blame.

electromagnetic radiation hazards. [JP 1-02] (DoD) Hazards caused by a transmitter/antenna installation that generates electro-magnetic radiation in the vicinity of ordnance, personnel, or fueling operations in excess of established safe levels or increases the existing levels to a hazardous level; or a personnel, fueling, or ordnance installation located in an area that is {{{illuminated}}} by electromagnetic radiation at a level that is hazardous to the planned operations or occupancy. These hazards will exist when an electromagnetic field of sufficient intensity is generated to:

l Induce or otherwise couple currents and/or voltages of magnitudes large enough to initiate electroexplosive devices or other sensitive explosive components of weapon systems, ordnance, or explosive devices.

l Cause harmful or injurious effects to humans and wildlife.

l Create sparks having sufficient magnitude to ignite flammable mixtures of materials that must be handled in the affected area.

"My current instinct suggests that these laser incidents are probably primarly acts of kidsnot realizing the potential of their new 'toy'."

I really don't know what to make of it...On one hand, I wouldn't think a kid's "toy" would really have the capacity to reach 1-1/2 to nearly 2 miles high or that there are several kids out there with the ability to track (one of the pilots said the plane was actually tracked)a plane that high, going at least 300mph. On the other hand, I don't know much about lasers and have a nasty habit of underestimating kids.

Then there's the fact that I just assume that when they say the cockpit was illuminated, they mean the whole cockpit was lit up and not that some thin light just entered the cockpit.

Fox News had an interesting tidbit in which someone they interviewed said that the lasers offices and any laser toys are red but my ex once brought a laser pointer home from work and gave it to my kid and it's green.

And finally, all the stories I've seen and/or heard talk about how it's a possibility that someone's trying to blind the pilots and bring a plane down, although it's highly unlikely that would happen but I haven't seen one person wonder (out loud, anyway) that yeah, it may not be all that likely that someone could bring a plane down in that manner but if that laser just happens to be attached to a weapon that could...

From ATS:

North Korea's military fired a laser in March at two U.S. Army helicopters patrolling the demilitarized zone separating the two Koreas in what U.S. officials call a provocative action, The Washington Times has learned.

Two Apache attack helicopters were illuminated by lasers in early March by a weapon that had the characteristics of a Chinese laser gun, an indication that North Korea has deployed a new and potentially lethal weapon.

"If the green diode laser devices are too narrow, you can always upgrade to a nice argon laser. Midwest has those too."

I just read on one of the threads that it's not as hard as I thought to track anything with a laser light...attaching it to a camera tripod would work nicely. I guess it is easier than I originally thought.

Can Lasers Really Bring Down Planes?
Actually, yes.

TOM CLANCY, TERRORIST PROPHET?
I don't mean to imply that Clancy actually intends to help terrorists. But his book, Debt of Honor, did feature an airliner used as a missile. And, as Steve Bainbridge points out, it also featured special operators using a light weapon to bring down an airlinerplane. Which makes this report all the more disconcerting.

In addition to shoulder-mounted heat-seeking or radar-directed missiles. It's getting increasingly a more dangerous world out there. These are low-powered lasers, high-powered lasers can slice an aircraft like a banana.. Join the Paranoia Club to which every active-duty or
retired military pilot belongs.

Laser Eye Protection
(U) The Naval Research Advisory Committee (NRAC) Panel was requested to undertake a rapid review of the laser threat to Navy and Marine Corps aviation to reassess the threat, the adequacy of Operational Requirements (OR) to develop means to protect against it, to review present Navy protection programs and the Research and Development (R & D) organization, and to make recommendations for broader R & D leading to the development of protection against the emerging frequency agile threat.

Yes, the laser is used in an aiming "spotters scope", from what I have read, even the deer hunters now use them.

I am sure that the missiles would use them for sighting in on the target.

The first that I read of the hurting pilots eyes was about
10 years ago, when the Russians used them on one of our
pilots who was checking out a Russian ship.

The pilots eyes were ruined.

The pilot lost the lawsuit against the Russians.

From a tired memory, I think it was in the Seattle area or it
wound up in the Seattle courts.

"Wonder why they don't employ eye protection for pilots?"

I read that there was eye protection...some special sunglasses for one but the arguement was that the pilots can't wear them at night. Another item I saw mentioned was about B-12's (if I remember correctly) having some special film covering that forms over the glass of the cockpit in a ridiculously short amount of time when testing nukes. I didn't, however, post anything about it because I read it on another forum that I've never seen before and therefore didn't take it as fact.

"Saudi forces kill suspected Al Qaeda leader in clashes (More details)"
ABC News (Australia) ^ | December 31, 2004

Posted on 12/30/2004 8:25:08 PM PST by Straight Vermonter

ARTICLE SNIPPET: "Saudi security forces have killed 10 suspected Al Qaeda militants in two days of clashes in the capital, including a Yemeni thought to be the terror group's leader in the country.

The clashes, in which two people on the country's most-wanted list were also killed, occurred before and after two car bombings against security targets in the capital on Wednesday that left two other people dead.

Saudi forces killed seven militants late on Wednesday that came just an hour after bombings at the Interior Ministry and a special forces base, a ministry statement said.

The other three were killed in a firefight that began late on Tuesday and continued overnight, said the statement carried by the official SPA news agency.

The Ministry identified the two most-wanted militants as Saudis Sultan Bjad Saadun Al Otaibi and Bandar Abderrahman Al Dakhil.

A security source said a Yemeni among the dead, Ibrahim Ahmed Abdel Majeed Al Reemy, was believed to be the actual leader of the Al Qaeda in Saudi Arabia."
