If no candidate receives 270 electoral votes, it goes to the House of Representatives. Period.
Even if one candidate receives more than the other.

Don't you remember - the media has constantly said the electoral vote shouldn't count, only the actual vote - and it seems Bush is about 3 million ahead or something like that.
