I spent 20 years in the Navy and am a retired Navy Chief and you hear stuff from time to time about how the Officers were disciplined. It's suppose to be kept quiet but you know how it is.
There were times when an Naval Officer had really screwed up and the Admiral would have a little talk with him and the word would eventually get out that the Admiral gave him the choice of either Admirals Mast or putting in his papers for retirement. I only know of one who chose Admirals Mast and he wasn't a happy camper when it was over.
Here is the exact wording of Kerry's discharge for our archives off of the PDF. The Italicized parts were added for clarification purposes.
1) By direction of the President, and pursuant to reference (a)(10 U.S.C.S. 1162), you are hereby honorably discharged from the U.S. Naval Reserve effective this date (Feb. 16, 1978).
2) This action is taken in accordance with the approved recommendations of a board of officers convened under the authority of reference (b) (10 U.S.C.S. 1163) to examine the official records of officers of the Naval Reserves on inactive duty and determine whether they should be retained on the rolls of the Reserve Component or separated from the naval service pursuant to Secretarial instructions promulgated in reference (c) (BUPERSMAN3830300).
3) The Navy Department at this time expresses its appreciation of your past services and trusts you will continue your interest in the naval service.

In cases where an officer is referred to a court martial, and the offense to be tried is not a class I felony type (murder, robbery and the like) under the UCMJ, the officer can request resignation in lieu of court martial. The officer's DD-214, though, would have a discharge code reflecting that fact.
It would be up to the court martial convening authority, through the local staff Judge Advocate General prosecuting office, to grant that resignation request.
The ultimate punishment for an officer at court martial is to be "dismissed from the service". This is usually an automatic at a General court martial, but not at a Special.
To suffer "dismissal" is humiliating in the extreme. If Kerry was successful at getting the results of any punitive action reversed by either the Court of Military Appeals (the military's "Supreme Court") or a favorable adjudication at the BCNR, a new DD-214 and discharge certificate would have been issued, with the old ones and the paperwork from these proceedings sealed.

If there was a mass review of certain discharges, wouldn't there be someone available to talk about what was going on back in the day, generally?
Don't wait for the paper Sun, the article in the National news section is basicly a rehash of all the accumulated comments about the Kerry discharge that appeared here and on various blogs.
Maybe since it has been around so long, I'm blaze about it but ordinary (non-FR) peps it will find it interesting or provoking.
No actual paper on the real discharge, just questions about the one on the Kerry site.

I served as a recorder (which is kind of like a prosecutor) at two officers' administrative separation hearings. Everything is tightly held.
I've also participated in a few other officers' Admiral's Mast proceedings. They were a bit more open and less formal. One fellow pleaded guilty and received a thousand dollar fine and that was about it. The other gentleman was fined, confined to quarters on base for 30 days and recommended for administrative separation.
Any award at Admiral's Mast for an officer is a career killer, and the officer will be passed over for promotion at his or her next promotion selection board. Most just bide their time and submit a resignation when the time comes, or they fail to select twice and end up separated (with severance pay, of course).

If there were such a thing as a mass-review of discharges, they would have all been rubber-stamped and processed through. I doubt anybody would have remembered LT(jg) Kerry's document.

I have to laugh at some of the Bush supporters messing with them.
