He had friend in high places. For example, after the day of the protest on the Mall, he didn't camp out with the rest of the guys, but spent the night at some big wigs house. He got released from active to inactive to help some politician campaign...

There is something about an Honorable Discharge dated in 2001 at his website. Could be the final touch up, from a General to Honorable.

At this point, there are more questions than answers.

Microfiche was the common storage method back then for these records, so there may not even be any actual physical documents left to get at.

They still store certain parts of your military record on microfiche, not all but most. However they're suppose to archive your originals upon discharge. Is the system perfect? Nope.

Brit Hume (sp) had a segment a while back in which he said if he were a reporter trying to get to the bottom of this story, the navy archives is where he would be. He was talking about how it is that the language in Kerry's citation got changed.

They also said that out there somewhere is a navy document clerk that has first hand information but if he is out there he has not yet come forward for whatever reason.

Without knowing what it really was, all we can say for certain is that sKerry's discharge was something "Other than Honorable"

From what I gather, there are 5 classes of Discharge: Honorable, General, Other Than Honorable, Bad Conduct, and Dishonorable.

Since the review board upgraded him to "Honorable", his initial discharge had to be less than Honorable.

Section 38303xx is the section dealing with procedures for letters of resignation. Don't bother getting to excited over the U.S. codes and BUPERSMAN. Every action that the Navy takes (i.e. every document) will cite an authority, and these will generally be pretty .."general".

Example

More "interesting" history. BUPERS used to be "The Bureau of Personnel, or maybe B. of Naval P., can't recall. So "BUPERS" regs were simply directives from the DoN Personnel department. Then they changed it to NMPC (Naval Manpower & Personnel Command) and kept the BUPERS instructions as BUPERSMAN (because the old salts hated NMPC so much they declined to change the title of the documents).

1163 will really give you an idea of the conditions and reasons for why he was discharged in 1978 with an Honorable. He had to have originally been characterized as separated under "other than honorable conditions" back in the early 70's.

I'm not 100% sure about Officers but for Enlisted Personnel there's also an Administrative Separation for the good of both the Navy and the Service member.

I just sit here in this windowless room (actually, the curtains are just drawn shut) and turn the brightness either up or down depending on the time of day. The sun usually comes up around 6 am.

Any originals would have went to St. Louis, but there was a big fire there some years back and a lot of the paper documents were destroyed by water and smoke. Once a servicemember's service record is closed out, and he or she has no reserve commitment remaining, the record used to be mailed to the NPRC, where it was converted to microfiche.

I'm sure that with advances in technology, they now store the data in a pdf file or some other scanned media. Anything that comes out of there now, is stamped "official copy", including any DD-214 copies that you might request.

That threat made to Sinclair would qualify as "chilling". Say what you will about MSM, but that is the sort of thing that they like to defend, cuz they could fall under the same kind of threat if they made the mistake of displeasing someone in power with that attitude.
