The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Muslim group takes responsibility for 9-11: 'We are so sorry'
 

This September 11 marks the third unforgettable anniversary of the worst mass murder in American history.

After September 11, many in the Muslim world chose denial and hallucination rather than face up to the sad fact that Muslims perpetrated the 9-11 terrorist acts and that we have an enormous problem with extremism and support for terrorism. Many Muslims, including religious leaders, and "intellectuals" blamed 9-11 on a Jewish conspiracy and went as far as fabricating a tale that 4000 Jews did not show up for work in the World Trade Center on 9-11. Yet others blamed 9-11 on an American right wing conspiracy or the U.S. Government which allegedly wanted an excuse to invade Iraq and "steal" Iraqi oil.

But the FBI and homeland security officials said that there is no intelligence about a new threat.

Even if there is no new intelligence about a possible attack, the people under this Sheriff's jurisdiction have been forewarned to take precautions for their own personal safety. He has followed the law enforcement axiom to the letter "to protect and serve."

NEWS SUMMARY: Four Arrested in Scheme to Export Restricted Electronic Equipment to the People’s Republic of China


Four persons, including two Chinese citizens and two residents of Manitowoc, Wisconsin, have been arrested based upon a criminal complaint which charges them with conspiring to illegally export more than $500,000 in restricted electronic components to the People’s Republic of China (“PRC”), United States Attorney Steven M. Biskupic announced September 30, 2004. According to the complaint, the components in question could “be used in a wide variety of military radar and communications applications.”


The four persons arrested are:


*Ning Wen (d/o/b 4/12/49), a male United States citizen residing at 402 Wild Oak Drive in Manitowoc;


*Hailin Lin (4/28/49), the wife of Wen and also a U.S. citizen residing at 402 Wild Oak Drive in Manitowoc;


*Jian Guo Qu (9/30/59), a male citizen of the PRC employed at the Beijing Rich Linscience Electronic Company; and


*Ruo Ling Wang (5/14/64), believed to be the wife of Qu; also a citizen of the PRC employed at the Beijing Rich Linscience Electronic Company.


The four were arrested in Milwaukee and Manitowoc today by a task force which included agents from (a) the Federal Bureau of Investigation; (b) the U.S. Department of Commerce, Office of Export Enforcement; (c) the U.S. Department of Homeland Security, Bureau of Immigration and Custom Enforcement; and (d) the Internal Revenue Service, Criminal Investigation Division. The Manitowoc Police Department also provided assistance.


According to the criminal complaint, since at least 2001, Wen and Lin used a business called “Wen Enterprises,” which they operated from their home in Manitowoc, to ship restricted parts to Qu and Wang at Beijing Rich Linscience Electronic Company in China. The complaint alleges that for most of these transactions, Lin obtained the restricted technology from a United States manufacturer or supplier based on a request from Wang or Qu; falsified shipping documents by concealing the true nature of the shipments and stating that a license was not required for the shipments at the direction of Qu; and then shipped the product to Wang and/or Qu in the PRC, without receiving, or even applying for, the requisite export license from the U.S. Department of Commerce


The complaint also alleges that the China National Packaging Base Construction Company or an individual in Hong Kong wire transferred money to a Wisconsin bank account of Wen Enterprises to pay for the shipments.


The complaint further alleges that Wen was once a Chinese citizen employed at the Chinese Consulates in San Francisco and Los Angeles. The complaint also states that Wen “was recruited and worked for the FBI as informant” during the 1990s and during some of the time period of the illegal export scheme.


In addition to being charged with conspiring to violate the International Emergency Economic Powers Act and Export Administration Regulations, the defendants are charged with money laundering. If indicted and subsequently convicted of these charges, each faces up to 25 years in prison and substantial fines.


Julie L. Myers, Assistant Secretary of Commerce for Export Enforcement, states that these arrests show that “stopping the illegal flow of sensitive commodities to China is a top priority for all of U.S. law enforcement. Robust export enforcement prevents cutting edge technology from going to countries for bad purposes.”


The lead prosecutor in the case is Assistant U.S. Attorney Erica N. O’Neil.


The public is cautioned that a complaint is merely the formal method of returning charges against an individual and does not constitute an inference of his or her guilt. An individual is presumed innocent until such time, if ever, that the government established his or her guilt beyond a reasonable doubt.

I wonder if the persons who commit these retaliatory (my word) hate crimes against muslims will receive more punishment than all thejihadi muslims who have been released from all the jails all over the world because of pc, legal mumbo jumbo, political deals, etc. It is sickening.

And just yesterday or the day prior our brilliant courts again watered down the Patriot Act. Has anything really changed for the better since 911? It seems like a joke sometimes. We keep reverting back to 9/10.

Footage shows terrorists using UN-marked vehicle

The Israel Defense Forces released video footage Friday taken by an unmanned aircraft showing what appeared to be Palestinians in the Gaza Strip loading rockets into a vehicle marked "U.N."

The black-and-white footage, taken by a drone - or unmanned aircraft - flying over the Gaza Strip, showed the militants driving off in the white van, with "U.N." marked in black on its roof.

The IDF is furious at the United Nations representatives in the Gaza Strip, "who continuously stress that they are an international organization and of course is not in any way involved in terrorism," Channel 1 TV quoted IDF officials as saying.

Israel has often accused terrorists of using United Nations vehicles and headquarters to launch attacks. U.N. officials were not immediately available for comment.

Israel has also accused officials of the U.N. Relief and Works Agency, responsible for caring for thousands of refugees in the Gaza Strip, of turning a blind eye to terrorist activities in their vicinity, and of clear bias against Israel.

Israel uses drones to monitor activities in the crowded Gaza refugee camps. The footage provides soldiers and pilots real-time pictures of what is happening on the ground.

Friday's footage was released while the army launched a widescale operation in the Jebaliya refugee camp and nearby towns in an attempt to halt Palestinian rocket attacks on towns in Israel. Those rocket attacks killed two Israeli preschoolers Wednesday.

Thirty-five Palestinians have been killed in the army operation.

Further footage showed other Palestinians loading a rocket into the back of an unmarked van. The terrorists drove off in the vehicle, and then an Israeli missile fired from a helicopter hit the van and blew it up. The incident occurred early Friday, according to the army.

SAN FRANCISCO -- He calls himself Abu Maysara al Iraqi, or father of Maysara the Iraqi, and he's a master at being everywhere and nowhere in the virtual world, constantly switching his online accounts and taking advantage of new technologies to issue his communiqués to the world.

American Internet sleuths know next to nothing about him, whether Abu Maysara is his real name, whether he's an Iraqi or even whether he's in Iraq. What is clear is that he is one of the most important sources of information from the country's insurgency, getting his message out through the Internet, and U.S. authorities are trying to silence him.

His updates, terse and business-like, are released several times a week on radical Islamic Web sites. Acting as a spokesman for Abu Musab Zarqawi, the most-wanted guerrilla leader in Iraq, he variously reports attacks on U.S. soldiers and killings of hostages. His words and images reach millions of people when they open their newspapers, turn on their TVs or go online in search of news.

"There's no way of stopping it anymore," said Evan F. Kohlmann, a counter-terrorism consultant. "It's extremely frustrating. They can send out quality videos to millions of people uncensored." (snip)

Dutch intelligence officers raided the home of Kenneth Bigley's brother last night. An intelligence officer from the Foreign Office is understood to have accompanied them to Paul Bigley's home in Amsterdam.

The raid came amid claims that the British hostage was free to roam his kidnappers' home in Iraq and was "caged" only for terrorist videos.

Paul Bigley's computer was seized and he was interrogated about his alleged contact with the Tawhid and Jihad group, which yesterday claimed responsibility for Thursday's killing of at least 35 children in Baghdad.

Material from his computer was downloaded and sent back for analysis in Britain as he was forced to make a five-page statement.

Mr Bigley has been an outspoken critic of the Government's handling of his brother's case and has established his own contacts in the Middle East but denies being in direct contact with the kidnappers.

In Fallujah, Mohammed Kasim, an Iraqi-born gunman with a British passport, said the latest video of Mr Bigley showing him shackled in a cage had been staged to "terrify" the British public. There was no way of verifying the claim, particularly in a country awash with rumour and conspiracy theories.

Two of Mr Bigley's American colleagues were beheaded by the captors, believed to be the group led by Abu Musab al-Zarqawi. Gruesome footage of the murders was transmitted on the internet.

The Bigley family will take renewed hope from the account offered by Kasim.

"If they wanted to kill him they would have done this immediately after they kidnapped him," said Kasim.

"Instead they want to use him to press on the British kingdom." Kasim, 35, is one of two Britons believed to have joined the "resistance" in Fallujah, a stronghold of armed opposition to the US-led presence in Iraq.

An Iraqi translator met him in a coffee shop close to Hamid al-Hamoud mosque.

Kasim spoke fluent English, but refused to show his passport. He also declined to provide any details of where he lived in London, saying: "I want to keep my family safe."

He said he spent the mornings translating websites of foreign newspapers on behalf of the "resistance" and the afternoons manning checkpoints on the main street.

Kasim said he did not belong to Zarqawi's group, Tawhid and Jihad. But the resistance, organised under an 11-member "Mujahideen Shura council", has close ties with Zarqawi and is believed to be protecting him in Fallujah.

Kasim claimed he heard news of Mr Bigley "every day". He said the cage and chains were set up only for the video recording.

"They made this video for two reasons. They wanted to scare Tony Blair. They also wanted revenge for Saddam Hussein for the way in which he was displayed by the US military after his capture."

According to his account, Kassim was born in Fallujah and is a member of the dominant Dulaimy tribe.

He moved to Britain 12 years ago to study at a university, and says he married an Englishwoman who converted to Islam and bore him two children.

Kasim said he returned to Fallujah six months ago and said he had taken part in a raid on a US convoy.

"I am born in Iraq and I should fight with my tribe. I cannot see my town under siege and destroyed so I came from the UK to Iraq to fight.

"I was crying every night when I saw the news. I will go back to my family when the occupation ends and Iraq gets its freedom."

Donna, I have to believe most of the LEO's and TPTB take this war extremely serious. I think it's opened the eyes of many people. We don't always hear about it, but there are folks doing extraordinary things every day to protect us. You, and others on this forum, are a fine example of that...digging for information day in and day out. Try not to get frustrated and please keep up the good work.

The president's opponent wants to work more closely with the U.N., which really embraces terror. It's just so sad that the oil for food scandal isn't being pushed by the media. This gal gets it:

If we in the media were less willing to play the terrorists' game, we could make an important contribution to the war against them. Pictures, we all know though writers are loath to concede it, are worth a thousands words, and we could for instance institute a voluntary ban on pictures of captors and hostages. That would also have the effect of not exposing the hostages to further humiliation in their distress, showing some respect for human dignity and for the suffering of their families. Nor does reporting on a hostage situation need to involve the most graphic of images or above the fold frontpage treatment.

If we are really serious about being at war, the media needs to do some soul-searching about our role in that war. (snipped)
