It is long past time for the so called moderates to step up, the truth is hard my friend, but the moderates are (a) scared to death to speak up, or (b) quietly waiting to see who is gonna win this battle, and it is not words which will win. You must be aware of how many times they have called for cease fires to "talk" only to find out that later they used the truce to sneak away to attack again somewhere else. If words would solve things, the Israelis offer to give up most of the disputed land would have brought out the moderate members of the Palestine leadership.
The Saudi leadership is reaping what they sowed for supporting the wahhabist movement for so long. But they cannot support democracy either, because they could not stand for popular election. I believe you will see that moderate muslims have not come forward in Russia either, Islam is on the rise with radical Islam leading the way. Watch how they operate, see that they only use words when they need to buy time. When they are strong enough, they will commit additional acts of terrorism. This is a certainty. This is why Kerry has nothing to offer that Bush has not already tried. Talk, UN negotiations, so what; they don't live by their word.

You need constant training to use a hand gun. I gun in teh hand of a teacher that can't shoot in combat conditions is useless.

We shouldn't kill civilians indiscriminately. We should specifically target Muslim ones.
Perhaps he will yield to that pressure.
1) Get rid of all gun laws.
2) Outlaws the practice of Islam in Chechnya.
3) Announces a land give away. All the land in Chechnya will be given to who ever (Russian or not) can claim it and keep it. (Up to say 1,000 acres or some other reasonable number). Except land deemed of strategic value to Russian Military or Chechnya infrastructure (water rights).
4) No Chechnya wide law enforcement, all law enforcement is local.
5) Security provided by Russian military, but most locals are on their own and must band together to provide self defense.
6) Low, very low taxes.
Implementing the above would attract he kind of people that would fight to keep their newly won land and would ban together to fight the Islamic terrorists. There are lots of poor dislocated people in the world that would jump at the chance to own land in a rich country like Chechnya. People like those being throw out of Africa, or Crowded out of the USA and Europe. Such a policy would work.

That's the traditional islamic practice called hudna, calling a "truce" only to use the time gained by the "truce" to come back even stronger:

Maybe someday we in the West will catch on to what moslems really mean by hudna.
Like I said, a couple of my kids' teachers were young men who recenty had served in the military. We also had a cop who taught kids about drugs last year in school. Sometimes retired cops were in this role. Yes, I'd trust them with guns.

It is noteworthy that the verses of the Koran writen in the "peaceful time" speak of living in peace with other religions, after he took Mecca, the verses speak of the destruction of all infidels.
