This is what I don't understand?

When our soldiers today get injured and lose an arm or leg, we have them in state of the art prosthetics as soon as possible.

Why, after over 30 years, does Cleland not have a state of the art prosthetic for each limb?

And why can't Cleland afford a motorized wheelchair.

I have my opinion on why....but thought you would answer for me.
