The linked article provides further details on the "Dark Winter" wargame simulation. The MIPT was one of the participants, along with Center for Strategic and International Studies, the Johns Hopkins Center for Civilian Biodefense Studies, the ANSER Institute for Homeland Security.

Well, I'm at least partly responsible for us being moved to the backroom. I am deeply sorry to you guys. I guess that is what you get for sticking up for someone who you feel was wronged. I should have known better than to get into a small flame battle here. I'll be going into lurking mode for the foreseeable future. According to the site i just linked to, these were the coclusions drawn from the "Dark Winter" exercise:

EXERCISE LEARNING POINTS

1) An attack on the United States with biological weapons could threaten vital national security interests. Massive civilian casualties, breakdown in essential institutions, violation of democratic processes, civil disorder, loss of confidence in government and reduced US strategic flexibility abroad are among the ways a biological attack might compromise US security.

2) Current organizational structures and capabilities are not well suited for the management of a BW attack. Major “fault lines” exist between different levels of government (federal, state, and local), between government and the private sector, among different institutions and agencies, and within the public and private sector. These “disconnects” could impede situational awareness and compromise the ability to limit loss of life, suffering, and economic damage.

3) There is no surge capability in the US health care and public health systems, or the pharmaceutical and vaccine industries. This institutionally limited surge capacity could result in hospitals being overwhelmed and becoming inoperable; could impede public health agencies’ analysis of the scope, source and progress of the epidemic, the ability to educate and reassure the public, and the capacity to limit causalities and the spread of disease.

4) Dealing with the media will be a major, immediate challenge for all levels of government. Information management and communication (e.g., dealing with the press effectively, communication with citizens, maintaining the information flows necessary for command and control at all institutional levels) will be a critical element in crisis/consequence management.

5) Should a contagious bioweapon pathogen be used, containing the spread of disease will present significant ethical, political, cultural, operational and legal challenges.

I was away all day and came home to find our Thread has been tossed into the "Backroom" no thanks to those who chose to argue on our Thread. I am very saddened by what has happened to us here. Please do not flame other FReepers here. Go to Private Messaging or leave us (either permanently or until your anger has subsided). We are here for the sole purpose of learning all we can about the current terror threat. I don't know if there is any hope for us to be restored to the regular Thread, but in any event I urge anyone posting here to put aside their anger, egos and righteous indignation in order to accomplish the job at hand. We have all worked hard to provide information and spent many hours gatherining information and keeping others apprised of what they have learned. Lets go on from here with the sole purpose of raising the integrity of this Thread. We are wounded and need to heal. Granny's lavender needed by the gallon. End of rant.

I think TM will be back soon. To me it just seems very quite despite recent events. I was drawn here I think October or November because of the feeling of something bad coming our way. It is hard to explain but it was loud, like background noice almost. Then it got quite, then it came back and I came back to TM. I think we are all drawn here because we feel things heating up. Then it gets slow, maybe the plans were foiled by our good guys, so we sit back and then the feeling gets hot again and the TM board gets hot. Right now it is eerily quite and we don't have anything new to say because it has all been said. We all know something along the lines of what we have all discussed these past months is going to happen shortly. I love coming to TM because it has been the only place I have found others who have the same thoughts and feelings I have about what is happening and going to happen and there are knowlegable people here that provide information that confirm these feelings of dread and I know I am not just a paranoid kook.. God bless everyone.

I think over the past 7 months or so we have seen specific references dealing with points #3 - #5.

#3) Several threads back, we made reference to the fact that the USPS will be used for distribution of meds to the general populous since they deliver to virtually every address in the US on a daily basis.

#4) Does everyone remember the high powered meeting that took place in NYC that involved major players from all the big media outlets re: their coverage of a future attack on America?

#5) When I think of "containing the spread" I can't help but be reminded of the FEMA plans. Many here have posted about the "tent cities" being used to house evacuees, and this may be true; but those evacuees may very well be held by FEMA as a sort of isolation ward to prevent further spread of any bioweapon, such as the smallpox used in this exercise.

A Blood Agent comes close to this, but the main one is a true gas and is slightly lighter than air and dissipates rather quickly. The best agent, the most devastating agent, the most persistant agent is going to be a nerve agent. Convulsions of the body so violent you can snap your own bones without an impact. In it's pure state the rate of action for SOMAN or SARIN (the time from contamination to the moment of death) is around nine seconds. But it is rarely employed pure. At least that's the doctrine. I'm off to bed, I'll take this up tomorrow after school. Only seven more days to teach kids and then I'm off for the summer! Somebody say a prayer for me, that I can make it that long. It's been a very tiring year.
