I think over the past 7 months or so we have seen specific references dealing with points #3 - #5.
#3) Several threads back, we made reference to the fact that the USPS will be used for distribution of meds to the general populous since they deliver to virtually every address in the US on a daily basis.
#4) Does everyone remember the high powered meeting that took place in NYC that involved major players from all the big media outlets re: their coverage of a future attack on America?
#5) When I think of "containing the spread" I can't help but be reminded of the FEMA plans. Many here have posted about the "tent cities" being used to house evacuees, and this may be true; but those evacuees may very well be held by FEMA as a sort of isolation ward to prevent further spread of any bioweapon, such as the smallpox used in this exercise.

Found a cool link for the Center For Biosecurity. In addition to commenting on "Dark Winter", the site also had good info on other biowarfare agents, such as: anthrax, botulism, plague, smallpox, tularemia, and vhf (viral hemmorhagic fevers).
