When they say "investigating 7 instances", do they mean they have spoken to the people involved? Or do they mean that they have heard about it and there's not much more they can do since now that its been on the news the likelihood of those 7 people coming back are pretty slim?

Given how stoopid the media is, I'd take any of their descriptions of this device with a big grain of salt. I wouldn't be surprised if this was a receiver, not a transmitter, given power requirements.

These are most likely a wireless passive IR hot body detectors, such as this one:
They actually detect changes in heat.
The receiver would be a home security console on the train attached to a bomb.
Although I don't know why one would go to so much trouble, unless you wanted to be absolutely certain that the train blew up at a particular place. Otherwise, why not just use a timer or something.
